Main purpose of job:

The British Embassy Jakarta is managing a £13.5m Mentari (Low Carbon Energy) Programme to support expansion of renewable energy in Indonesia in line with the Government of Indonesia (GoI) target of delivering 23% of power generation from renewable energy by 2025. Mentari is the British Embassy Jakarta’s flagship programme of support for Indonesia’s energy transition and is a close partnership with the Ministry of Energy and Mineral Resources of Indonesia.

The Energy Investment Lead will play a key role in the successful delivery of the programme. The job holder will work closely with the programme delivery partners, Government of Indonesia, and other stakeholders to deliver key objectives as part of the Embassy’s efforts to (i) improve policy and regulation of the renewable energy sector informed by understanding of barriers to investment, (ii) leverage private and public investment to increase access to renewable energy and (iii) boost knowledge and know-how sharing between stakeholders to better understand how to utilise renewable energy.

The Embassy employs a hybrid delivery model for Mentari, led by the Low Carbon Energy and Infrastructure Team (LCEIT). The LCEIT oversee all work undertaken by Mentari, and seek to ensure that the technical foundations provided by Mentari delivery partners are blended with the Embassy and wider UK government’s diplomatic capabilities, to promote a government-to-government partnership between the UK and Indonesia that helps to deliver Indonesia’s renewable energy development and coal phase out ambitions.

The job holder will lead the Embassy’s involvement in the Brokerage Strand. This Strand seeks to broker significant new public and private investment into renewable energy infrastructure in Indonesia, including by providing technical support to renewable energy project developers and assistance for PLN’s diesel replacement and sustainable bond schemes, and work with the finance supply side to encourage wider investment into clean energy. The job holder will work with the Mentari Brokerage team to scope new opportunities and consider projects for Mentari support. They will also help to build connections and networks between Mentari, the British Embassy and project developers and investors, matchmaking projects with available finance. The Energy Investment Lead will also help to ensure that lessons from Brokerage activity, such as information on barriers to renewable energy investment, are being fed into wider Mentari work including the Policy strand, to help promote a cross-programme approach to tackling investment challenges. This will also help inform the work of the multilateral Friends of Indonesia Renewable Energy (FIRE) dialogues, in particular its Regulating for Investment (RfI) dialogue, which brings together public and private energy sector actors to identify and find ways to unlock barriers to renewable energy investment in Indonesia.

Mentari is an adaptive and flexible programme and so applicants should be prepared for the role to evolve over time. The Energy Investment Lead will play an important role in helping to consider and design new strategies and activities under the Brokerage Strand in line with this adaptive programming approach. This includes supporting the creation and delivery of a new Mentari Viability Gap Fund, which can provide targeted finance to approved renewable energy projects.

The Energy Investment Lead will be expected to build close contacts with a wide range of key energy sector stakeholders in Indonesia to deliver these objectives, including the Ministry of Energy and Mineral Resources, Ministry of Finance, PLN, local governments, investors, project developers and suppliers, academia, civil society organisations and other governments and development partners.

 

Roles and responsibilities / what the jobholder will be expected to achieve:

Hybrid delivery of Mentari Brokerage Support to Renewable Energy Projects (50%)

  • Work with the Mentari delivery partner Brokerage Strand leads to identify, scope, and deliver tailored technical assistance and other types of support to promising low carbon energy projects in Indonesia. Support the delivery of the Mentari brokerage strand working in partnership with external implementers to help renewable energy projects to access finance and financiers to de-risk investment in order to mobilise capital to Indonesia’s renewable energy sector.
  • Lead on the British Embassy and wider UK government’s input into the Brokerage Strand, considering how diplomatic engagement and government-to-government connections can help enhance Mentari’s technical support to deliver Brokerage investment objectives.
  • Ensure that Mentari Brokerage Strand activity is aligned with HMG objectives, including economic development, gender and social inclusion, and environmental and climate ambition.

Private and Public Sector Stakeholder Engagement (30%)

  • Establish and maintain positive working relationships with a wide range of stakeholders to support delivery of the Programme’s primary and secondary benefits (e.g. trade and investment) including: implementing partners; Indonesian government representatives, British Embassy colleagues; UK government colleagues based in the UK;; Indonesian, UK and international energy associations and organisations; NGOs and bilateral and multilateral donors operating in Indonesia.
  • Manage and deliver outreach activities to public and private sector players in the renewable energy and financial services sector in Indonesia and internationally, including working with PLN, project developers, technology providers, financial institutions, among others. Represent the Mentari programme and its Brokerage offer to increase interest in and understanding of potential Mentari support to projects and financiers.
  • Manage relationships between the Mentari Programme and other relevant low carbon programmes with private sector players, and review potential partnerships between Mentari and other programmes where activities can be aligned, or co-created and delivered, to ensure greater impact.

Evaluation and Adaptive Programming (10%)

  • Be alert to emerging issues and trends which might impact or benefit the programme objectives and activities. Provide guidance on how to best integrate renewable energy innovation and new technology into the programme. Shape and update programme priorities and approaches as new knowledge and evidence come to light and the renewable market evolves.
  • Working with Mentari delivery partners, evaluate and provide recommendations on potential new Mentari Brokerage and investment support offers, including at national and sub-national levels.

Embassy Corporate Contribution (10%)

  • Contribute to cross-Embassy initiatives as required (e.g. Chevening interviews and crisis role). Be a supportive and considerate team member. Help junior colleagues achieve their learning and development objectives. Provide coaching and shadowing opportunities if required.  

Resources managed (staff and expenditure)

Staff: none managed but the job holder will be expected to share expertise in renewable energy investment with colleagues as part of cross-embassy learning activities.

Resources: up to £13.5 million bilateral programme, managed by British Embassy Jakarta. The job-holder will play an important role in co-leading (with external implementers) programme delivery, and in providing strategic direction. They may also manage smaller ad hoc pots of funding to deliver e.g. training and business outreach activities and the British Embassy’s presence at relevant conferences and events.

Working patterns:

39.5 working hours a week from 7:30 am to 4:00 pm Monday to Thursday and 7:30 am to 1:00 pm on Fridays. 

Requests for flexible working will be considered.

The jobholder will be required to travel regularly within Indonesia and possibly overseas.

The Embassy has an active L&D Committee which works hard to provide a comprehensive L&D offer. There are a wide range of options available for personal development including training courses, coaching and mentoring, job-shadowing, presentations and learning sets. The job-holder will be required to take some specific training courses related to their role. All new staff undertake a workplace induction and there are a number of mandatory e-learning courses covering areas such as diversity, health and safety, and information management.

The job-holder will gain:

1.     Experience of working in a diplomatic mission;

2.     Understanding of how UK international development assistance is managed/implemented;

3.     Understanding of HMG economic development programme objectives and effective programme management; and

4.     Application of gender priorities to renewable energy projects.

  •  At least a degree, preferably in a relevant subject, such as renewable energy, energy, business, green finance, economics, or finance/ financing.
  •  At least 5 years’ experience in the energy sector and solid knowledge and understanding of the Indonesia renewable energy sector industry, stakeholders, and landscape.
  • At least 5 years’ experience in finance, investment, and/or business development, ideally in the renewable energy sector.
  • Has an extensive network in the renewable energy sector.
  • A flexible and creative problem-solver, able to come up with innovative solutions to complex challenges.
  • Excellent communication and influencing skills, including in giving presentation to external audiences.
  • Fluent in written and spoken English and Indonesian.
  • Attention to detail and ability to work confidently with financial data.
  • Flexibility and resilience under pressure, with a proven track record of delivering results to a high standard under tight time scales.  
  • Good interpersonal skills. Ability to work with people of different levels and backgrounds.
  • Proficient in MS Office applications (Words, Excel, Teams and Outlook etc.).
  • Willingness to travel (both internationally and within Indonesia, where appropriate during the Covid-19 pandemic

Language requirements:

  • Language:  Fluent written and spoken Indonesian and English – equivalent to IELTS language assessment score of  6.5 or above   
  • Any additional technical qualifications relating to energy, renewable energy, finance or investments.
  • Experience with financial institution, multilateral development banks, and international donors.
  • Experience of working with Indonesian public sector renewable energy stakeholders, including PLN.
  • Understanding of UK renewable energy industry, policies, and regulations.
  • Regional knowledge essential and experience of dealing with government useful.
