Main purpose of job:

The British Embassy Jakarta is managing a £13.5m Mentari (Low Carbon Energy) Programme to support expansion of renewable energy in Indonesia in line with the Government of Indonesia (GoI) target of delivering 23% of power generation from renewable energy by 2025.

The Energy Advisor will play a key role in the successful delivery of the programme. The job holder will work closely with the programme delivery partners, Government of Indonesia, and other stakeholders to deliver key objectives as part of the Embassy’s efforts to (i) improve policy and regulation of the renewable energy sector, (ii) leverage private and public investment to increase access to renewable energy and (iii) boost knowledge and know-how sharing between stakeholders to better understand how to utilise renewable energy. 

The job holder will also manage in-country support for the Green Finance strand of the ASEAN Low Carbon Energy Programme, which is overseen by the British High Commission Singapore. This programme aims to accelerate the uptake and coordination of green finance markets in Indonesia, working with national government e.g. Ministry of Finance, and the provincial government of West Java. These programmes are managed within the Embassy’s Sustainable Development Team, and the job holder will work closely with a C5(L) Senior Energy Adviser.

The UK, in partnership with Italy, will host the United Nations COP26 Climate Change conference in November 2021. Given COP26 and Mentari’s objectives are the same, the Energy Adviser will also play a key role in developing and implementing the COP26 Indonesia Energy Campaign throughout 2021, to encourage greater progress towards a low carbon energy system in Indonesia and ambitious targets in its Nationally Determined Contributions (NDCs) and Long-Term Strategy in support of the 2015 Paris Agreement.

The Energy Adviser will also be expected to build close contacts with a wide range of key energy sector stakeholders in Indonesia to deliver these objectives, including the Ministry of Energy and Mineral Resources, Ministry of Finance, PLN, local governments, investors, project developers and suppliers, academia, civil society organisations and other governments.

Roles and responsibilities / what the jobholder will be expected to achieve:

Renewable Energy Policy and Technical Regulatory Advice (50%)

 

  • Provide policy and technical advice and expertise as well as relevant political insights in the development and implementation of the Mentari programme and COP26 energy transition campaign. 
  • Be alert to emerging issues and trends which might impact or benefit the programme objectives and activities. Provide guidance on how to best integrate renewable energy innovation and new technology into the programme. Shape and update programme priorities and approaches as new knowledge and evidence come to light and the renewable market evolves. 
  • Support the delivery of the Mentari policy strand working in partnership with external implementers to influence GoI to develop and implement renewable energy friendly policy and regulation, supporting market ignition leading to a significant increase in renewable energy generation share in Indonesia, in such a way that supports the objectives of inclusive economic growth, poverty reduction and gender and social inclusion. 
  • Establish and maintain positive working relationships with a wide range of stakeholders to support delivery of the Programme’s primary and secondary benefits including: implementing partners; Indonesian government representatives, British Embassy colleagues; British government colleagues based in the UK; Indonesian and British private sector companies; Indonesian, British and international energy associations and organisations; NGOs and bilateral and multilateral donors operating in Indonesia.
  • Help ensure Gender Equality Act compliance and support UK government ambitions on women’s economic opportunities, inclusive growth and poverty reduction.

Green Finance Policy and Technical Advice and Programme Management (30%)

  • Manage in-country delivery of the Indonesia green finance strand of the ASEAN Low Carbon Energy Programme, working with delivery partners (EY) to influence Indonesia’s green finance approach and support national and provincial government efforts to issue green finance instruments in support of sustainable infrastructure development. 

Climate and Energy Diplomacy (15%)

  • Support climate and energy diplomacy and policy advocacy to support the UK’s prosperity, low carbon and climate change objectives in Indonesia, including through lobbying and reporting to London and the SE Asia region.
  • Working with colleagues in the Sustainable Development Team and the Embassy Climate Change lead, support the development and implementation of the COP26 Energy Transition and Finance Campaigns.
  • Support the delivery of high-profile COP26-related ‘Friends of Indonesia Renewable Energy’ dialogues, which are co-chaired between the UK and Indonesian government and aim to align and enhance international support for the acceleration of Indonesia’s low carbon energy transition. 

Embassy Corporate Contribution (5%) 

  • Contribute to cross-Embassy initiatives as required (e.g. Chevening interviews). Be a supportive and considerate team member. Help junior colleagues achieve their learning and development objectives. Provide coaching and shadowing opportunities if required.  

Resources managed (staff and expenditure)

Staff: Potential line management responsibilities within the Sustainable Development Team.

Resources: up to £13.5 million bilateral programme, managed by British Embassy Jakarta. The job-holder will play an important role in co-leading (with external implementers) programme delivery, and in providing strategic direction.

Learning and development opportunities (and any specific training courses to be completed):

The Embassy has an active L&D Committee which works hard to provide a comprehensive L&D offer. There are a wide range of options available for personal development including training courses, coaching and mentoring, job-shadowing, presentations and learning sets. Staff have access to a wide variety of online resources through the Diplomatic Academy and Civil Service Learning. Staff are strongly encouraged to take advantage of all the available opportunities. 

The job-holder will be required to take some specific training courses related to their role. All new staff undertake a workplace induction and there are a number of mandatory e-learning courses covering areas such as diversity, health and safety, and information management. 

The job-holder will gain:

1.     Experience of working in a diplomatic mission;

2.     Understanding of how UK international development assistance is managed/implemented;

3.     Understanding of PF objectives and effective programme management; and

4.     Application of gender priorities to renewable energy projects.

 

Working patterns: 

The Embassy is currently working more or less 100% remotely due to COVID-19. It is expected that that at the appropriate time this role would return to the office in line with Embassy guidelines. There is scope for flexible working in line with Embassy policies.



  • At least a degree, preferably in a relevant subject, such as renewable energy, climate change, environment, green finance and/or energy and finance public policy.
  • At least 5 years’ experience in the energy sector and solid knowledge and understanding of the governance structure, policy and technical knowledge of Indonesia renewable energy sector.
  • At least 5 years’ experience in policy development area, ideally in the renewable energy sector
  • Has an extensive network in the renewable energy sector
  • A flexible and creative problem-solver, able to come up with innovative solutions to complex challenges.
  • Excellent communication and influencing skills, including in giving presentation to external audiences.
  • Fluent in written and spoken English and Indonesian.
  • Attention to detail and ability to work confidently with financial data.
  • Flexibility and resilience under pressure, with a proven track record of delivering results to a high standard under tight time scales.  
  • Good interpersonal skills. Ability to work with people of different levels and backgrounds.
  • Proficient in MS Office applications (Words, Excel, Teams and Outlook etc.)
  • Willingness to travel
  • Any additional technical qualifications relating to energy, renewable energy
  • Experience with multilateral development banks and international donors.
  • Experience of working with Indonesian public sector renewable energy stakeholders, including PLN
  • Understanding of UK energy and infrastructure-related legislation, policies and regulations.
