Main purpose of job:

The British Foreign and Commonwealth Office (FCO) has outsourced its Facilities Management services for diplomatic missions to a private sector provider. Staff, customers and suppliers will benefit from simplified, standardised and streamlined services. The delivery of the FCO's strategic priorities will be enhanced through better management information, a streamlined and more agile network and better value for money.

The Role
The Regional Facilities Contract Manager role will be based in HONG KONG, but will provide customer account management for several British missions in Asia-Pacific region. The role reports to Head of Operations based in Hong Kong. This is a regional role with responsibility for several posts in Asia Pacific region – so the ability/willingness for periodic travel is vital. 

Accountability and ownership of the service performance and facilities expenditure within this region is essential, along with building effective customer relationships. The Regional Contract Manager (Facilities) will enable and proactively manage and support the day to day delivery of effective Facilities Management services in accordance with agreed contract terms. The role will also ensure that services are delivered to the required contract standards and within agreed budgets.

Roles and responsibilities / what will the jobholder be expected to achieve?

As a Facilities Contract Manager your duties & responsibilities will include but not be limited to:

  • Handling of customer expectations In line with contractual agreements, and showing agility to meet requirements, as well as effectively addressing shortcomings in service and performance.
  • Developing and maintaining productive relationships with the Posts within your region, with the customers/building users/FCO directorates & departments and representatives of the FM supplier, ensuring customer expectations are properly managed.
  • Setting up and maintaining regular performance monitoring meetings with relevant service level managers within the FM supply chain.
  • Providing FM advice to the smaller satellite Posts within the region.
  • Ensuring that the needs of all stakeholders are identified, communicated and acted upon as appropriate, in line with correct processes and protocols.

Maintaining regular contact with other regional FM and service provider staff and team leads to ensure uniformity of service provision and assistance in operational management.

Resources managed (staff and expenditure):

Personal responsibility for budgets of circa £300k, plus monitoring and controlling of residential rent budget circa £800k per annum.

Other skills / experience / qualifications:

The successful applicant will be an experienced Facilities Manager, ideally in a public sector environment, with a proven record of success. Considerable experience of delivering Facilities Management service improvement, value for money and a track record of supervising FM contracts is essential, as is a thorough understanding and considerable experience of developing and operating performance based FM services.

Working patterns: 41 Hours Per week


Full time role (41 hours/week, Monday to Friday). Flexible working available (Consulate-General core hours are 1000-1600 Mon-Fri).

In crisis/emergency situations work as required to support the Consulate-General response (sometimes on a shift pattern working unsociable hours)

This job is suitable for flexible working patterns, subject to operational requirements but it must cover the operational needs of 5 posts in the region. We work as a team and designate alternative team members stand in during periods of sickness or annual leave with prior agreement.


The successful candidate must be able to secure a work permit for Hong Kong. Must hold valid passport

 

 

  • Language requirement: Excellent / Highly Proficient in English
  • The right candidate must demonstrate strong and effective communication and customer engagement skills as handling customer of expectations is key to success in the role
  • Supplier management skills (to manage a win-win relationship)
  • An understanding of the FM market, including contract management and technical facilities, ideally with exposure to international facilities management
  • Health & Safety legislation knowledge
  • Good negotiating and influencing skills
  • Good financial literacy, budget control & reporting experience
  • Professional qualifications or equivalent in a Property/ FM or engineering related subject, and membership of a property/ FM related professional body.
  • Knowledge of and ability to communicate in one or more of the languages used within the region.
  • Good knowledge of regional procurement regulations
