Main purpose of job:

Climate change is one of the most serious threats facing our world, and Indonesia is both vulnerable as an emerging economy, and a significant contributor to global greenhouse emissions, ranking within the top five emitters in the world with significant emissions across sectors including energy, transport and land use.

As part of the UK Government’s global response to the climate challenge and its commitment to help deliver the aims of the 2016 Paris Agreement, the International Climate Finance (ICF) team in the UK Department for Business, Energy & Industrial Strategy (BEIS) is responsible for £2bn of UK International Climate Finance. Within ICF, UK PACT (Partnering for Accelerated Climate Transitions) is a technical assistance programme that has been established to support partner countries to accelerate their clean growth transitions and reduce carbon emissions in line with their Nationally Determined Contribution (NDC).

Indonesia is a key partner for the UK in tackling climate change, with several programmes already running with the Government of Indonesia that aim to support low carbon development and emissions reductions. These include the Mentari programme, which supports Indonesia’s transition to clean energy, and the work of the UK Climate Change Unit (UKCCU) on forestry and land use and sustainable commodities. To build on this, Indonesia has been identified as a potential key strategic partner for UK PACT which, in conjunction with existing UK and other donor programmes, could potentially play a transformative role in Indonesia supporting Indonesian institutions to deliver climate smart solutions in a range of areas, including low carbon transport and infrastructure, energy efficiency, carbon markets and climate governance. 

This new position will play a major role in designing a UK PACT strategy and country programme in Indonesia, and working with teams across the British Embassy Jakarta including the UK Climate Change Unit and Sustainable Development Team, as well as the BEIS team in London, and the UK PACT delivery partners to deliver UK PACT support in Indonesia.  It is an exciting opportunity to be at the heart of this evolving area of UK–Indonesia collaboration.

The post holder will lead and coordinate the development of a strategy for how to grow the UK-Indonesia climate relationship through an integrated, multi-sector UK PACT programme which will deliver over a number of years. They will provide direct oversight of the programme of work, working closely with the BEIS International Climate Finance team in London and Embassy teams. This role will be based in the Sustainable Development Team in the British Embassy but will require frequent cross-team working with colleagues in Jakarta and the UK, and so the post holder will expected to develop strong links with other colleagues working on global issues across the Embassy, including UKCCU, Prosperity Fund (PF) programmes, Science and Innovation Network, Newton Fund and Department of International Trade (DIT) teams.

Roles and responsibilities / what will the jobholder be expected to achieve?:

1. Indonesia UK PACT Strategy Development (50%)

  • Working within the Sustainable Development team and with the UK Climate Change Unit in the British Embassy and BEIS team in London, develop clear understanding of the climate change landscape in Indonesia including activities funded by the UK and other donors, political economy and country demands.
  • Identify, analyse and flag policy, technological and commercial developments and risks that could influence the delivery of UK-Indonesia climate collaboration.
  • Identify key areas of demand where UK PACT projects could support emissions reduction (de-conflicting with existing programme work), to prepare a multi-sector UK PACT strategy for Indonesia.
  • Work with the UK PACT delivery partner, Palladium, to develop a Market Positioning Review and Country Implementation Plan as well as market engagement events.
  • Lead on briefings, presentations and other reporting to BEIS team in London to inform the development and management of relevant UK PACT opportunities.
  • Provide evidence-based recommendations on collaboration opportunities to senior management at the Embassy and in London.

2. UK PACT Stakeholder management (10%)

  • Proactively develop, manage and strengthen the Embassy’s network of UK–Indonesia climate contacts at all levels of seniority and in all sectors, to identify capacity building and policy influencing opportunities for UK PACT and wider climate change diplomacy and programmes.
  • Support the Sustainable Development Team and UK Climate Change Unit to scope and develop deeper climate collaboration with Indonesia, at national, provincial and local level, fostering relationships across the Government of Indonesia.
  • Prompt strategic, regular communications with key stakeholders in the UK, Indonesia and other regional stakeholders in South East Asia to facilitate best practice sharing where appropriate.
  • Publicly represent the Embassy and UK Government as a credible interlocutor in climate related engagements as necessary.
  • Ensure coordination between UK climate programmes and initiatives supported by other donor agencies, identifying opportunities for multilateral cooperation where possible.
  • Proactively seek cross-team collaboration opportunities amongst Embassy teams to continue supporting a mainstreamed approach to climate change in bilateral programmes.

3. UK PACT Programme management and delivery (30%)

  • Work with the UK PACT delivery partners to organise and manage calls for proposals and manage approval of projects for the UK PACT Indonesia Country Programme.
  • Review progress of UK PACT projects and form strategic relationships with project beneficiaries to ensure ongoing relevance and impact of projects.
  • Support with demand scoping and market engagement events for relevant funding rounds of the UK Green Recovery Challenge Fund (part of PACT).
  • Identify potential UK PACT skill-share opportunities, where experts from the UK PACT roster of experts can help key institutions, and support and facilitate visits by experts on missions.
  • Share outputs of UK PACT projects with Government and other stakeholders to ensure sharing and uptake of recommendations.
  • Collate all relevant learning and share with colleagues in UK and Embassy. Use learning to inform and update future strategy.
  • Provide support to other ICF programmes as needed, ensuring UK visibility, coherence and complementarity with other UK government programmes (including, but not limited to the Prosperity Fund and UK Climate Change Unit). 

4. Corporate (10%)

  • Play an active part in the corporate life of the Embassy (including if necessary as a member of any Embassy Committees), including participation in Crisis team rosters.

Resources: potential management of small-scale evidence, knowledge and capacity building contracts (in the £10-£100s of thousands) to build momentum with the Indonesian government, ministers and officials, and / or for the coordination of discussions between UK stakeholders (BEIS regional leads, UK programme management team and UK programme delivery partners) and Indonesian partners.

The Embassy has an active Learning & Development Committee which works hard to provide a comprehensive L&D offer. There are a wide range of options available for personal development including training courses, coaching and mentoring, job-shadowing, presentations and learning sets. Staff have access to a wide variety of online resources through the Diplomatic Academy and Civil Service Learning. Staff are strongly encouraged to take advantage of all the available opportunities.

The job-holder will be required to take some specific training courses related to their role. All new staff undertake a workplace induction and there are a number of mandatory e-learning courses covering areas such as diversity, health and safety, and information management.  

The job-holder will gain:

1.         Experience of working in a diplomatic mission;

2.         Understanding of how UK international development assistance is managed and implemented;

3.         Understanding of UK PACT and other development fund objectives.

Working patterns:  Working patterns: 39.5 working hours a week from 7:30 am to 4:00 pm Monday to Thursday and 7:30 am to 1:00 pm on Fridays.

We are looking for a proactive self-starter, able to work well and have a flexible approach to work whilst under pressure and excellent interpersonal and communications skills to build strong relations within the British Embassy and UK teams and with a wide range of stakeholders in Indonesia. Candidates should demonstrate:

-          A university degree, preferably in Environmental Science, Climate, Public Policy or related course;

-          An understanding of climate and environment issues and policies in Indonesia;

-          A minimum of 5 years of work experience, ideally with Project/Programme management experience, preferably with international stakeholders;

-          Strong interpersonal, communication and relationship skills;

-          Flexible and creative problem-solving skills, and the ability to come up with innovative solutions to complex problems, and coordinate coherent and compelling programmes and projects;

-          Fluency in written and spoken English and Indonesian;

-          Experience providing administrative and logistical support;

-          Excellent communication skills (written and verbal) and ability to adjust to different audiences;

-          Excellent presentation skills;

-          Team working skills.

  • Experience in designing and managing programmes related to Indonesian climate change policy, its international commitments and institutional framework;
  • Sound network of contacts in Indonesian political arena, government, private sector and civil societies.
  • Candidates with prior work experience in international or multilateral programmes will be considered as a plus:
  • Knowledge of financial sector, including green finance;
  • Knowledge of low carbon energy sector, including energy efficiency;
  • Knowledge of infrastructure, cities and transport sectors;
  • Knowledge of Indonesia climate change governance and policy development;
  • Knowledge of forestry and land use sectors including sustainable commodities;
  • Knowledge of UK climate and energy policy, technology and commercial capabilities, and its global leadership in the subject matter
