The British Embassy in Ankara is part of a worldwide network, representing British political, economic and consular interests overseas and is now looking for a Senior Climate Policy Officer to join the Economic and Prosperity Team.

Climate change is one of the most pressing and serious threats facing the world. The successful candidate will have an opportunity to contribute to the UK’s high-profile and high-priority efforts to reduce global emissions and biodiversity loss, to support the transition to clean energy, and to create green jobs and growth.

Domestically and internationally the UK is a leader on climate change. As Senior Climate Policy Officer in Turkiye, the jobholder will be responsible for helping to develop cooperation on climate change issues between the UK and Turkiye. They will be required to build and maintain a network of contacts in the Turkish climate community across public and private sectors, attend relevant events and provide reports and analysis to colleagues in Turkiye and London. When funding allows, they will also be expected to identify and manage climate themed projects in Turkiye, including organising public diplomacy events to promote UK climate leadership. They will support relevant Ministerial and Senior Official visits. They will also be required to take on other tasks and roles as required.

Flexibility, a positive outlook to change and adaptability are all qualities that will be needed by the jobholder. The successful applicant should be available to take up the position before the end of May 2023.

The British Embassy in Ankara provides opportunities for learning and development and the chance to network and learn from others performing similar roles elsewhere in the region. The jobholder will also be able to access central FCDO training.

Roles and Responsibilities:

  • Provide expert, high quality analysis, advice and reporting to London stakeholders on Turkish climate developments, and Turkiye’s position on key international climate policy issues;

  • Promote UK’s climate aims and support UK prosperity objectives through initiating and driving dialogue with external stakeholders such as key government, municipal, NGO, business, and diplomatic contacts;

  • Monitor, analyse and report on Turkish environmental and climate policy developments;

  • Produce monthly climate and environment reports and frequent ad hoc reports on topical elements of government climate policy (e.g. COP participation, carbon pricing, biodiversity) and wider developments;

  • Respond by deadlines to UK government enquiries, providing accurate data and high quality responses;

  • Contribute to the planning and delivery of events and webinars to promote UK climate leadership, and when funding allows undertake project management of UK-funded climate projects in Turkiye;

  • Contribute analysis and provide support for wider UK commercial clean growth aims in Turkiye through working with UK Trade and Investment colleagues in both Ankara and Istanbul and Prosperity and Financial Sector colleagues in Istanbul;

  • Enhance the Embassy’s network, outreach and public profile on all climate issues, particularly with think tanks, political foundations and NGOs, including the organisation of events to promote UK aims;

  • Corporate – contribute to cross-cutting Embassy activities. Actively engage in corporate activities and initiatives in the Turkiye Network.

  • Graduate-level qualification or equivalent years’ experience, and detailed understanding of current climate trends and issues in Turkiye (a qualification in environment/climate or a related discipline and experience working on climate analysis would be highly desirable);

  • Excellent analytical and communication skills (especially written), to be able to produce rapid, succinct and insightful reports and analysis of climate developments in Turkey, and the positions of key Turkish decision makers;

  • Strong project management skills and ability to work well on own initiative, including independently identifying opportunities to enhance UK-Turkiye climate cooperation;

  • Excellent command (both oral and written) of English and Turkish, Common European Framework level/equivalent C1 or above*;

  • Strong networking and relationship management skills. The successful candidate will need to develop and maintain a wide network of contacts across Turkiye. The jobholder will need to build relationships across a range of London stakeholders: including with our Prime Minister’s Office; HM Treasury; Business Ministry; Environment Ministry; the Foreign Commonwealth and Development Office (FCDO) and International Trade Ministry. The jobholder will also need to work closely with colleagues in the Turkiye network, especially the Trade Department and Projects teams;

  • Flexible approach, strong initiative and adaptability to changing UK priorities. This will require juggling short-term priorities while making progress on longer-term goals.

  • Previous experience working in a government Ministry or an Embassy in a climate related role, or similar experience in a private institution, think tank or academic environment.

This is a full-time fixed-term contract with a duration of 24 months for 5 working days (36.25 hours net) per week. 

The monthly salary for this position is 3,310.27 USD gross, paid in 12 instalments, HEO level. Please note that staff members are responsible for paying any income tax required by local law. 

The FCDO encourages all forms of flexible working.  For example, many of our team in the Turkiye Network work one day a week from home, or compressed hours. The role will require regular external meetings and representation at the Embassy – so we will actively consider requests for flexible working in line with business needs.

The successful candidate will be subject to professional background check, security clearance and a probation period of 2 months.
