Summary:

The​ Global Learning & Development Team of the Foreign and Commonwealth Office are a network of learning experts who partner with British Embassies, High Commissions and Consulates (Posts) to support best practice L&D, Change Management and Organisational Development to drive performance improvement.

The team focuses on the development of skills, capabilities and competences across a global network and would like to recruit a Regional Learning & Development Adviser (RLDA) to join the team in support of UK Government objectives in the Americas region (North, Central, South America and the Caribbean). 

**This position may be based in Washington, DC or Miami, FL depending on candidate's preference.

Duties and Responsibilities:

  • Partner with individuals, teams and Posts to develop expertise in support of UK Government change initiatives (Diplomacy 20:20).
  • Work with senior staff to drive learning and organisational development work to support performance goals.
  • Work with L&D Committees at Posts, Senior Leaders and HR Hubs to help define needs, build capability and evaluate impact.
  • Develop L&D strategies with Posts and across regional networks that align to Country Business Plans and organisational objectives
  • Support innovative L&D plans that incorporate blended and digital learning.
  • Design and develop and support a variety of different learning processes including; learning groups, bite-sized learning, team development sessions, online learning communities, coaching, mentoring, workshops and job shadowing.
  • Help line managers support the learning needs of individuals and teams, and help develop a culture where staff manage their own development.
  • Help evaluate L&D interventions for return on investment and expectations.
  • Use digital skills for online learning, social collaboration and development.
  • Design and deliver bespoke blended learning interventions and work in online communities to share and develop information.
  • Deliver formal training interventions to support the Diplomatic Academy curriculum.
  • Collaborate with the Diplomatic Academy, Human Resources and UK Government staff overseas.  
  • Lead and work in project teams to ensure quality and timely delivery of shared objectives and project outcomes, including accurate documentation of activities and reporting.

• 6-8 years in an L&D environment either public or private sector and at least a Bachelor's degree with a relevant focus.

• Solid experience in learning design and delivery and using digital/social learning skills for L&D
• Solid experience in account management/business partnering experience in the L&D field
• Demonstrated knowledge and experience of learning and development processes including learning needs assessment, learning evaluation and learning design
• Solid experience working across a wide range of stakeholders, organisations and cultures with sensitivity and effectiveness
• Able to travel extensively across the Americas region and occasionally other regions.
• Professional qualifications in L&D, OD or equivalent.
• A passion and enthusiasm for developing people

• Ideally holds a CIPD qualification relevant to L&D, or equivalent
• Experience in coaching and mentoring within a corporate environment is preferred
• Regional language skills: Spanish/Portuguese
• Experience of working in a matrix environment
