The British Embassy in The Hague is part of a world-wide network, representing British political, economic and consular interests overseas and is looking for a Regional Finance Manager.

Main Purpose of Job

  • To be responsible and accountable for the finance functions and support the day to day contract management  of the Total FM service delivered to FCO properties in the outsourced Europe region. Assist Senior Managers to optimise the efficiency and effectiveness of the service provided to ensure financial and commercial requirements are met and where possible exceeded.
  • Monitor the delivery of effective, efficient and co-ordinated building maintenance, building projects and associated Total FM services in accordance with agreed contract terms, conditions and budgets.  Assist on the preparation, monitoring and managing duties relevant to FM budgets.  Oversee and provide reports to the regional team responsible for managing the Total FM service performance. The FM Europe region includes the following Posts: Brussels, Luxembourg, The Hague, Amsterdam, Paris, Strasbourg, Marseille, Bordeaux, Lyon, Geneva, Berne, Dusseldorf, Munich,  Warsaw, Bratislava, Budapest, Vienna, and Prague.
  • Support of Berlin PFI contract and the wider unit may also be required.
  • The incumbent will report  to the UK/Europe Commercial Manager within the FM Client Unit – Estates and Security Directorate based in London; the Europe Regional Finance Manager shall be responsible for the Finance functions of the UK/Europe Facilities Management contract ensuring strict accounting procedures are adhered to and deliver management accounts reporting within a challenging timescale. The successful candidate will be responsible for 19 Europe Budget Holder Codes and 6 currencies. 

Main Duties and Responsibilities

FINANCIAL MANAGEMENT

  • Drive best quality/value/VFM within available funds. 
  • Support the FM Client Unit (FMCU) Global Lead Finance Manager to oversee formal Financial Management of the FCO Facilities Management contract for Europe.
  • Developing  and maintaining a centre of excellence for all financial matters relating to the outsourced FM contracts in the UK/Europe region.
  • Preparation and submission of  annual MTFP for the referred budgets.
  • Preparation and submission of monthly financial reports with commentary – monthly Financial reports preparation, analysis, and reforecast of all 19 Posts. 
  • Provide expert advice to Senior Managers on risks identified during the monthly financial reviews, providing solutions between the different options applicable within the existing  policy to ensure FMCU’s financial plan meet FCO 1% target.
  • Preparation and submission of FMR and Regional Variable Project financial reporting. Monitor the referred budgets providing recommendations  and alternatives to Senior Managers and Regional Contract Managers  in case risks need to be mitigated.
  • Updating of forecasts on Hyperion.
  • Assist on the Application for Payment process in accordance with the contract. Liaise with suppliers in case payments are submitting without following the contractual requirements until final resolution, including audit of payments to reflect performance on KPIs.
  • Optimise overseas VAT reclaims.
  • Ensure P2P systems interface is operational, providing technical advice to CSC in case is required.
  • Prepare and submit Government Property Unit annual and ad hoc data requests
  • Planning, monitoring and setting deadlines for multiple parties i.e. UKPC, FMCU and IFM to meet FCO reporting deadlines.

COMMERCIAL AND CONTRACT MANAGEMENT

  • Assess financial impact analysis on contract changes requests providing advice to the Commercial Manager. 
  • Support Commercial team to conduct and complete Benchmarking exercises and Commercial Health Checks for FM contracts by providing analytical and performance reports to identify best practise and VFM.
  • Monitor and follow-up MOTO and other agreements with other One HMG PAGs and stakeholders, including negotiation of T&Cs and dispute and resolution of contractual queries.
  • Support operational delivery by contractors and suppliers across all outsourced Total FM services and FM project delivery within the Europe region under the CCS NEC3 FM framework. 
  • Assist with the development of the FM forward maintenance plan and delivery of the works programme for the Europe region. 

STAKEHOLDER MANAGEMENT

  • Develop and maintain productive and mutually beneficial relationships with FCO colleagues at Posts and relevant Directorates & Departments, and representatives of the FM service provider. 
  • Ensure that the requirements and needs of all stakeholders are identified, communicated and acted upon as appropriate giving due regard to correct processes and protocols. 
  • Ensure that all supplier/customer/client expectations are properly managed
  • Liaison with Key stakeholders; Corporate Services Centre, Group Finance and Resource Management Group, Internal Audit and National Audit Office. Attendance to monthly Governance meetings on an ad-hoc basis to provide advice in case of complex or conflicting issues relating to commercial financial matters. 

 

  • CIMA/ACCA qualified, Business Administration Degree or equivalent.
  • 2-3 years relevant financial management accounting experience. 
  • Good Financial Modelling and IT skills.
  • Stakeholder Management.
  • Fluent written and spoken English.
  • Project Financial Management experience.
  • Understanding of Facilities Management and Supply Chain and Contract Management.
  • NEC3 TSC contract management accreditation and experience.
  • IT Skills: experience with Hyperion, OBIEE, Oracle, CEMAR, Pyramid.

The successful candidate will initially be offered a one-year temporary full-time contract at C4 level. The base salary for this position is €4704.19 gross per month, based on a working week of 36 hours. In addition, an 8% annual holiday allowance and a monthly travel allowance are payable. The Embassy currently applies a performance based bonus pay model for local staff.

The successful candidate will undergo a professional background check. Any job offer is provisional to a successful security clearance check.
