Immigration Enforcement International (formerly RALON)

Main purpose of job:

The British Embassy is looking to recruit a Regional Capacity Building Assistant to work in the Immigration Enforcement International (IEI) office. 

IEI operates to prevent illegal immigration and disrupt the organised immigration crime groups behind it, supporting both the Immigration Enforcement mission and the Home Office purpose. We have staff deployed in approximately 33 locations across the world.

We deliver this by:

  • Providing intelligence support to the UK visa operation, supporting UKVI to take an increasingly global approach to risk streaming built on the analysis of objective data and enhanced with local risk indicators;
  • Working with carriers around the world to reduce the threat of inadequately documented arrivals (IDAs) reaching the UK by air;
  • Developing intelligence packages related to the visa or air threat for subsequent criminal investigations and prosecutions.

IEI has also secured funding for a programme of upstream border capacity building in Africa. The objectives of this programme are:

  • Improved border and migration management capacity in key irregular migration source countries - supporting a reduction in irregular migration flows.
  • Improved capacity to sustainably re-integrate and rehabilitate returned migrants, including Victims of Trafficking - supporting increased returns and improved protection for vulnerable groups.
  • Improved upstream co-operation on tackling the push factors that drive irregular migration at source - supporting a reduction in irregular migration flows.
  • Improved Value For Money – Working upstream, at source, to prevent and reduce illegal immigration to the UK to reduce downstream costs to the UK taxpayer. Building capacity of key partners through frequent, targeted, responsive and intelligent liaison/expertise transfer as a more cost effective approach than large scale programming and/or equipment investment.
  • Improved security system management through building capability to detect fraudulent documents and prevent inadequately documented passengers from travelling; increasing investigation and intelligence skills to tackle the underlying criminality behind immigration crime. 

The successful candidate will join a team consisting of the Regional Capacity Building Manager (RCBM) and two Regional Capacity Building Officers (RCBO). They will be responsible for providing support to assist in the delivery of our objectives in developing technical knowledge and strengthening institutional capacity on migration, human trafficking and border security management, aiming at long-term sustainability.

Those working in IEI need to have excellent people skills that they can use strategically to build relationships with key partners to assist Immigration Enforcement in delivering its objectives.

The work undertaken by IEI is extremely varied. As such the successful candidate will need to be able to manage challenging workloads, deliver at pace and be flexible in support of business aims. Once up to speed in the role the successful candidate should be able to work towards objectives with minimal supervision.

The role may require travel across Africa for liaison, training and meetings so some overnight stays will be required. Please take this into consideration when applying for the position.

This role is for an initial one year contract but may be subject to renewal. 

Roles and responsibilities:

  • Manage and ensure the smooth running of the IEI office, e.g. managing the team inbox and answering queries; creating Airline alerts; taking referrals and uploading these to the appropriate systems.
  • Collaboration with IEI Africa and external/internal stakeholders to oversee and coordinate capacity building activity in ODA countries.  Assist in developing a clear and coherent programme of capacity building plans.
  • Work with RCBOs to develop and deliver training courses.
  • Assist the RCBOs/RCBM in managing financial/budgetary planning; exercise quality control over all procedures and documents, and ensure proper follow-up as necessary.
  • Assist and coordinate timely submissions of project bids and subsequent reporting on programmes, including ad hoc, monthly, interim, quarterly, annual and end-of-project reports.
  • Provide logistical support including the organising of flights, accommodation and venue arrangements for both delegates and RCBOs.
  • Fluent in written and spoken English.
  • Excellent computer keyboard skills, including familiarity with the MS Office suite of programmes.
  • The ability to work quickly and reliably and to deliver at pace with limited supervision.
  • Ability to work in a high pressure, high workload environment.
  • Excellent self-management and organisational skills.
  • Excellent team work and interpersonal skills.
  • Flexible and positive approach to working in a forward thinking, modern and motivated organisation.
  • Previous work experience in a training environment is preferable.
  • Experience of working for the UK government, another government or a large organisation.
  • Knowledge of Amharic.

Learning and development opportunities:

The successful candidate will be provided with bespoke training in Addis Ababa and the local region.

As the role involves supporting training events delivered to a variety of different agencies and personnel, the successful candidate will develop their public speaking/presentation skills and will become proficient in the courses that IEI provide such as forgery detection and document examination.

Working patterns:

While the standard hours are Monday to Thursday 08:00-16:45, with an hour for lunch and Fridays 08:00-1300, the nature of the job means that the job holder may be required to work irregular hours from time to time to support events or visits that happen outside normal working hours.

Annual Leave and Public Holidays:

Locally engaged staff of all grades will be entitled to paid annual leave as follows:
Up to 2 years 22 days
After 2 years services 25 days
After 5 years services 30 days

In addition to annual leave, the British Embassy observes up to a maximum number of 14 Ethiopian, British and Religious public holidays each year. A list of such Embassy holidays will be published each year. Office Staff required to work on these holidays will be granted time off in lieu or overtime where circumstances permit.
