UK Mission

Main Purpose of Job:

You will be the regional lead for the Office for Product Safety and Standard (OPSS) regulatory reform work in ASEAN; working closely with the Head of International Delivery you will be responsible for the development, implementation and delivery of the new ASEAN Economic Integration Programme (EIP), Regulatory Reform Pillar. As the OPSS lead in ASEAN, you will be responsible for establishing and maintaining local and regional relationships with senior stakeholders. You will lead a team of in-country regulatory reform attachés and local contractors to successfully deliver a number of cross-cutting and complex regional and bilateral projects which will support ASEAN and ASEAN Member States (AMS) priorities on regulatory reform, ensuring delivery is tailored to the ASEAN context.  

You will provide expert advice and insights on ASEAN policies, political and economic systems, institutions, and decision-making process. 

What the Jobholder will be Expected to Achieve:

The successful candidate will lead the ASEAN Regulatory Reform team, and will work closely with colleagues from OPSS, the Department for Business and Trade (DBT) and wider UK government Stakeholders as well as stakeholders from partner governments to:

  • Shape the design and delivery of the regulatory reform pillar of the ASEAN EIP.  
  • Set clear strategic direction for the programme, aligning it with the overarching strategic priorities of the UK Government, to deliver ASEAN priorities on regulatory reform.    
  • Make high quality decisions which balance risk and stakeholder interests to deliver outcomes.
  • Lead and develop a newly established team of multi-disciplinary attachés based across the region, providing clear direction, support, and opportunities for growth.
  • Establish strong working relationships with senior stakeholders from AMS Governments, actively developing a wide network to promote and raise the profile of the programme to secure buy-in of AMS.
  • Develop and maintain regular communication with the OPSS team in London, the UK Mission in Jakarta and the regional team based across ASEAN and provide advice on relevant issues for strategy considerations and decisions.
  • Although the UK Mission to ASEAN in Jakarta will be your base, you will be expected to spend significant amount of time directly engaging with the ASEAN secretariat.
  • Accountable for day-to-day decisions relating to programme implementation, including arranging outward missions from the UK, prioritisation of the teams’ engagements and oversight of the ongoing spend.  
  • Utilise both quantitative and qualitative insights including expert views to evaluate risks and find solutions to complex and varied issues.

Resources Managed (Staff and Expenditure): 

Up to 4 regulatory reform attachés (HEOs) based across in different ASEAN posts (locations to be confirmed).

  • Strong leadership attributes with a proven ability to balance competing and changing demands, using experience and initiative to make informed judgements and manage a complex portfolio of work across a diverse regional team
  • Excellent stakeholder management and networking skills with the ability to build visibility, awareness and credibility with partners and stakeholders across ASEAN
  • Highly effective in influencing and negotiating with peers across HMG and senior leaders from partner governments
  • Strong verbal and written communication skills
  • Problem – solving skills and an ability to identify creative solutions that deliver impact
  • Experience of working with virtual, dispersed and diverse networks or teams
  • Can operate with high levels of autonomy, self-motivated and results driven
  • An ability to understand and adapt to regional/country context and local cultures and sensitivities

Language Requirements:

  • Fluent written and spoken English is a must
  • Knowledge of Indonesian language would be beneficial
  • Demonstrates an understanding of ASEAN policies, institutions, and decision-making processes
  • Experience or knowledge of how DBT, FCDO or HMG operates overseas
  • Experience of working on international regulatory reform demonstrating a keen interest and understanding of global regulatory issues, policies and international best practice
  • Knowledge of political and economic systems across ASEAN

Working Patterns: 

There will be a requirement for domestic and international travel as appropriate. Due to time differences and the nature of the role there will be some calls and work outside of core office hours. Flexible and/or hybrid working arrangements will be considered and agreed with line manager.  

Open to permanent residents or those with right to work. Interstate applicants will be required to meet their own travel and relocation expenses. No accommodation or relocation expenses are payable in connection with this position. All candidates must be legally able to work and reside in the country of the vacancy with the correct visa/work permit status or demonstrate eligibility to obtain the relevant permit. The Embassy will sponsor the visa applications for non-Indonesian candidates should they be selected for the role based on the sift and interview process.
