Main purpose of job:

To develop, implement and effectively manage the implementation of British Embassy projects focusing on good governance, political participation and media.  You will work closely with potential implementing partners, colleagues and FCO to ensure effective delivery of projects having real impact, to provide timely and objective monitoring and evaluation of projects, accurate financial administration and contribute to wider reporting requirements.  In co-ordination with the policy teams, and other teams within the Embassy, to ensure projects funded from other sources deliver real impact in support of UK objectives.

Main Duties & Responsibilities:

  • Monitor and evaluate projects, including attendance at project events, conducting monitoring visits and regular meetings with project implementers to review progress.  Ensure delivery of agreed activities and outcomes, making adjustments as necessary in agreement with British Embassy post board and implementing partners.  Meet reporting requirements, submitting clear and well written reports within deadlines (40%).
  • Work with the Head of Programme to identify and design new projects / partnerships and areas of work in support of British Embassy, North Africa Good Governance Fund (NAGGF) and Arab Partnership (AP) objectives, particularly focussing on Good Governance, Political Participation and Media, ensuring they have real impact and support delivery of UK objectives and programme requirements (30%).
  • Provide efficient and effective back up to the financial officer, including budget forecasting, spend monitoring and procurement, ensuring value for money and demonstrating a strong understanding of project financing (15%).
  • Build and maintain strong relationships with project partners to ensure successful delivery of programme.  Build and maintain relationships with a broad range of relevant external stakeholders, including national and international NGOs, academics, civil society and other donors; to develop new ideas and to inform our programme work. (10%).
  • Work closely with colleagues in the wider political sections to ensure programme and policy work is closely aligned and coordinated in order to support delivery of UK objectives (5%)

Qualifications/Experience:

Essential on arrival:

  • Excellent communication skills both written and spoken English and French;
  • At least three years experience of programme/project management;
  • Ability to work independently and as part of a team
  • Strong organisational and time management skills
  • Experience of working in an International Organisation
  • Experience of working in an international context
  • Experience of financial management
  • Understanding of gender issues

Benefits/Package:

  • Net Salary inclusive of allowances 74,131.46 DZD a month; 25 days (pro rata) paid leave annually along with up to 14 days paid public holidays;
  • The normal conditioned working hours of the Embassy are 37.5 hours per week (Sunday – Thursday; 08:00 – 15:30hrs) with half-an-hour for lunch. Out of hours work will occasionally be necessary but time off in lieu will be given;
  • Flexible working will be considered. The exact working hours are to be arranged with the Line Manager.
  • A good working environment in a modern, purpose-built office. You will be able to use the Embassy’s recreational facilities (pool, gym & tennis courts) after working hours. The Embassy also has a social club.
  • Relevant job related training will be provided as required.
