The British Embassy in Baghdad has a vacancy for a Conflict, Stability & Security Fund (CSSF) Programme Manager, Grade C4 (L) position.

Objective:

This post is based in the Department for International Development (DFID) team at the British Embassy in Baghdad and focuses on managing and designing DFID’s CSSF programmes in Iraq.

With military operations to liberate Mosul ongoing, and a number of areas already liberated from Daesh, Iraq is facing a complex set of governance, security and justice challenges, with implications for UK security. The Iraq CSSF is scaling up to support HMG and coalition counter-Daesh efforts - looking across the breadth of stabilisation and early recovery programmes to governance and security sector reform. As such, this post offers a chance to work on a fascinating priority for the UK government and our partners.

The B1 programme manager will play a critical role in managing and scaling up CSSF programmes in 2017/18. Programmes are innovative and high risk, so the post holder will need to be able to flex and adapt as the context changes and develop strong relationships with partners.

Main Duties and Responsibilities:

  • Support the overarching design, coordination and delivery of DFID’s CSSF programme. This will include supporting the Head of the DFID Iraq team, First Secretary (Development) and CSSF Programme Team to ensure the coherence of the DFID CSSF with the core DFID programme and with overall CSSF in Iraq.
  • Ensure excellence in programme management, including risk management, monitoring and evaluation, financial management and internal and external communications. Play a key role in the effective disbursement of DFID’s share of the Iraq CSSF budget for 2017/18.
  • Identify niche and strategic areas for the DFID CSSF programme and developing new interventions. This will require close collaboration with technical advisers in London and developing strong relationships with local and international implementing partners and other donors.
  • Support the wider Iraq CSSF Programme team, to ensure a coordinated approach to programme delivery and to provide surge support when required.  Work with the DFID MENAD CSSF team to ensure DFID Iraq’s approach is coordinated with the wider DFID CSSF approach.

Essential:

  • Experience in successfully managing and delivering programmes in an international development context.
  • Experience of managing budgets and working with financial information.
  • Bachelors degree in the relevant field.
  • High level of proficiency in English and Arabic language, written and oral.
  • Competent user of computers and relevant software applications (Outlook, Word, Excel and PowerPoint).

Desirable:

  • Experience working for an Embassy or NGO.

Working Hours and Remuneration:

The starting salary for the role is $2,680 payable 13 times per year. In addition a monthly allowance of US$300 for security is payable. The allowance is subject to review and may be altered or withdrawn at any time. The British Embassy also runs a performance related pay scheme and supports training and development for all staff.

Normal working hours are Sunday - Wednesday 0800 – 1600 and Thursday 0800-1400. Due to the nature of the work, some flexibility on working hours will be required; time off in lieu will be arranged. The annual leave entitlement is 20 days plus up to 14 days public holidays [UK/Iraq]. Other benefits include the Embassy medical scheme (which also covers close dependants) and access to onsite facilities including a canteen.

The successful candidate will be subject to a 90 day probationary period.
