View Vacancy - Intelligence Gathering Officer - Madrid (ESP171)
The British Consulate in Madrid, together with the Department for Work and Pensions (DWP), is looking for a permanent full-time Intelligence Gathering Officer.
Abroad Fraud is the 3rd biggest type of UK benefit fraud and the UK Fraud and Error Service, part of the DWP, receives more allegations of suspected benefit fraud in Spain than for any other foreign country, making Spain the number one country in the world for abroad fraud.
Based within the British consular operation in Spain, our innovative and fast-paced team work in conjunction with the UK Fraud and Error Service to tackle benefit fraud overseas. As an Intelligence Gathering Officer you will work as part of that team, providing support to UK colleagues and working to reduce benefit fraud, generate referrals and deter potential fraudsters. Main responsibilities will include:
- Gather information in Spain to support existing investigations into cases of suspected UK benefit fraud abroad;
- Summarise and translate information obtained to be used as intelligence in UK fraud investigations;
- Receive and process fraud allegations from the public via the Benefit Fraud Hotline in Spain;
- Liaise with Spanish authorities to maintain information sources, resolving any issues in a timely manner;
- Assist in the delivery of the team´s communications plan, aiming to prevent fraud and generate case referrals;
- Record all casework accurately and keep paper and electronic files up to date and organised;
- Assist in the recording and gathering of statistical information in order to measure and demonstrate success and value for money;
- Provide general support to the team in the delivery of the annual Country Business Plan.
- Fluency in English and Spanish, both oral and spoken (a minimum of C2 level**);
- Bachelor or Masters Degree;
- Minimum of 2 years work experience, preferably in office administration and from governmental sector;
- Excellent attention to detail, strong analytical perspective and problem solving skills;
- Excellent interpersonal skills demonstrating the ability to work collaboratively with colleagues in Spain and the UK, and maintain excellent working relationships between UK and Spanish government departments;
- IT skills (Outlook, Powerpoint, Word and Excel).
- Knowledge of the UK benefit system and an understanding of benefit fraud;
- Knowledge of a third language, in particular Portuguese, French or Turkish;
- Knowledge and experience of the UK and Spanish social security systems;
- Experience of communications work and drafting press articles.

This is a permanent full-time position of 5 working days (37.5 hours per week).
The successful candidate is subject to a confirmation of a background check, security clearance and the successful completion of a probationary period.
The successful candidate will be enrolled in the Spanish Social Security Scheme and will therefore not be entitled to any gratuity from the Embassy based on gross annual salary.
Regarding taxation, the Embassy is a Diplomatic Mission with tax exempt status and does not collect taxes for other States. Employees are fully responsible for payment of Spanish income tax at the legally required rate.
Staff recruited locally by the British Embassy in Spain are subject to terms and conditions of service according to local Spanish employment law.
