The British Embassy in Minsk is part of a world-wide network, representing British political, economic and consular interests overseas.  The Embassy is seeking to recruit a Programme Officer who will lead on Programme and Project Management.  

The jobholder will be part of a small team working closely to the senior management team. The Programme Officer will:

  • Provide strategic advice on the Embassy’s programme and project policy in support of UK objectives in Belarus;
  • Manage and implement Belarus-based projects under UK programme funds;
  • Provide analysis on trends and issues relevant to the programme strategy;
  • Represent the Embassy at programme-related external events.

Main duties/ responsibilities:

  • To provide advice on programme strategy and project ideas and opportunities;
  • Coordinate the Embassy’s project bids;
  • Provide support and advice on project design and delivery to the wider Embassy team;
  • Secretary of Embassy’s Post Project Management Board;
  • Manage implementation of UK Embassy programmes and other UK government funded projects by building relationships with project partners and providing regular reporting
  • Identify risks/issues and mitigating action, evaluating, monitoring and reporting upon project completion;
  • Manage grants and contracts;
  • Liaise with policy delivery team colleagues, organise and take part in events and visits by Her Majesty’s Ambassador and Embassy colleagues to projects (including occasional interpreting);
  • Travel within and outside Belarus on programme-related business;
  • Monitor and report on developments and trends in areas relevant to the Embassy’s programme priorities;
  • Represent the British Embassy in Minsk at relevant donor group discussions and conferences;
  • Manage project data, ensuring appropriate storage of project materials and updating the Embassy SharePoint site;
  • Oversee project financing.
  • An understanding of UK-Belarus relations from an economic, political and social context;
  • A minimum of five years relevant work experience, including evidence of programme management, engaging stakeholders, customers and partners at all levels;
  • Effective communication, including written and spoken fluency in English and Russian and ability to adapt communication style to different situations;
  • Strong analytical and judgement skills;
  • Knowledge of financial procedures and budgeting mechanisms;
  • Ability and willingness to work effectively and flexibly including out of office hours and to contribute to special events/occasions in the Embassy calendar;
  • Availability to travel within Belarus and overseas occasionally;
  • A self-starter that can work well both individually and in a team;
  • Excellent organisational skills;
  • Willingness and desire for continual learning and development;
  • IT skills, including use of MS Word, Excel and Outlook.

 

  • Experience in Oracle-based information systems;
  • Fluency in Belarusian would be an advantage;
  • Previous experience in working in an international environment;
  • University degree.

This is a fixed-term full-time position of 10 months, five working days, 36 hours net per week (flexible with core hours).

The successful candidate will be subject to professional background and security clearance.
