Main purpose of job:

You will be responsible for both the implementation and administration of the Afghanistan Reintegration Project, ensuring project activity leads to positive outcomes in country and delivers on UK objectives and value for money.  You will work in close co-ordination with the Migration Delivery Officer (MDO) and the Programme Manager in Kabul to manage and deliver projects in support of activities that deter and/or tackle irregular migration.

You will also be responsible for supporting increased returns to Afghanistan, particularly when the MDO is out of country. This will involve regular liaison with the MDO, UK Home Office and key Afghan government contacts.

Roles and responsibilities:

This role is suited to an individual who is able to work independently, flexibly and prioritise workloads in order to achieve project outcomes in a busy and challenging environment.

Programme/Project Management and Operational objectives.

On a weekly basis you will be responsible for notifying the Ministry of Foreign Affairs, Ministry of Refugee and Repatriation and International Organisation of Migration via a Note verbal of UK returns to Afghanistan and also update stakeholders on any further additions or cancellations of returns from the UK.

You will be required to liaise with the Returns and Logistic teams in the UK on a weekly basis and ensure that returns spreadsheets at post is updated on a weekly basis.

In co-ordination with Embassy colleagues including the Migration Delivery Officer (MDO), you will also be expected to develop new project bids to meet strategic migration related objectives in 2020/21 in line with the UK’s Illegal migration strategy.

You will be required to cover for the Migration Delivery Officers whilst the officer is working from the UK and support increased returns to Afghanistan. You will be required to work closely with various Afghan stakeholders, FCO and Home Office colleagues whilst covering for the Migration Delivery Officer.

You will be required to attend the airport for each returnee from the UK and liaise with the Afghan Border Police, Ministry of Refugees and Repatriation and International Organisation of Migration to ensure the returnee is processed and cleared quickly at Immigration and deal with any issues that may arise.

You will be expected to deliver a number of separate but co-ordinated migration projects, ensuring agreed outcomes are delivered in accordance with UK Government financial and project management principals and guidelines. You will be a key point of contact in Afghanistan for project implementers and will be expected to ensure that project activities and outputs are delivered in line with agreed activity based budgets, that project delivery is effectively monitored, risks are adequately captured and mitigated, and that project activities represent value for money. Monitoring and evaluation of projects with implementers will be essential with support from the MDO. You will be expected to report regularly to colleagues within the Embassy and to Home Office and FCO officials in London on impact of the projects and performance.

You will be required to work closely with Immigration Enforcement International (IEI) colleagues in Dubai and Pakistan and act as a liaison with key stakeholders in Afghanistan. You will work closely with the IEI teams on airline referrals and maintain engagement with the Afghan Border Police to prevent high harm passengers arriving in the UK.

You will work closely with the MDO to deliver other capacity building projects in Afghanistan to tackle illegal migration and Organised immigration crime in order to secure UK and Afghanistan borders.

You will be responsible for maintaining stakeholder engagement in Afghanistan.

Engagement

You will be expected to develop and maintain productive working relationships with a range of internal and external stakeholders, utilising these relationships to ensure the achievement of UK migration and the returns agenda through project delivery.

You will be responsible for your professional development, seeking and seizing opportunities that will enable you to carry out your role more effectively. In house training will be provided along with e-learning modules for Hyperion and Finance products. Opportunity for overseas travel and additional classroom based training programmes will be on offer subject to availability.

Language requirements:  

Language: English and Dari and Pashtu

Level of language required: Fluent (Oral and Written)

Essential on arrival:  

Education/Qualification And Experience - Bachelor Degree and at least 2 years of progressive working experience in Government or International Organization.

Previous project management and a proven track record of delivering successful projects in difficult environments. Any applicants who do not meet this requirement or are unable to provide evidence of how they meet this requirement in their application will not be shortlisted for interview.

SALARY: 

The Local Staff Terms & Conditions for staff working the in the British embassy will apply. 

For external candidates, salary will be $2,606.10 (Gross) per month with $150 transport and $150 medical allowances.
