The CSSF Yemen Office Network based at the British Embassy in Amman is seeking a highly motivated and enthusiastic individual for the position of Programme Manager, Grade – C4 (L).

 

Overview:

The role will be based in British Embassy, Amman and is offered on Amman Terms and Conditions. The CSSF team is part of the Yemen Office Network which also has a presence in Riyadh.  At present there is no travel to Yemen, but this may change. Any future travel to Yemen will be subject to strict HMG guidance and will be considered in close cooperation with the Job Holder. The job holder will not be expected to move to Sana’a if the Embassy re-opens, however the job holder will be given the option to apply for the role if they meet the requirements for living and working in Yemen.

The Conflict, Stability and Security Fund (CSSF) provides development and security support to countries at risk of conflict or instability. The CSSF is a flexible fund, with an annual budget of £1.2bn, which supports and delivers security, defence, peacekeeping, peace-building and stability activity in over 70 countries using both Official Development Assistance (ODA) and non-ODA funding.

The UK’s security and wider international interests are directly impacted where other countries are at risk of conflict or instability. The CSSF supports work to reduce that risk in these countries where the UK has key interests. Through the CSSF, the UK and our international partners are more secure from threats such as terrorism, corruption and illegal migration or trafficking.

The CSSF Yemen Programme is a high value £10m fully cross-government portfolio which attracts substantial political interest, supporting the implementation of HMG country and regional strategies.

 

Main Purpose of the job:

Based in Amman, the Programme manager will develop and oversee delivery of the Yemen Conflict Stability Security Fund (CSSF) Stabilisation, Governance and Security & Justice and Women Peace and Security projects. This includes contract management and results reporting; programme development; gender mainstreaming across portfolio; cross UK Government policy programme co-ordination; stakeholder and beneficiary engagement including donor co-ordination and influencing change.

Main Responsibilities:

The job holder will play a central role in shaping and improving programmes throughout the programme cycle from design through implementation to evaluation, working closely with the growing CSSF Yemen network and London stakeholders. Specifically:

  • Ensure delivery of complex projects, using both CSSF and Foreign, Commonwealth and Development Office (FCDO) systems to assure sound financial management and value for money; effective and on-time delivery by implementing partners; monitoring and evaluation; risk management; gender and conflict sensitivity.
  • Manage complex contracts, including compliance with safeguarding standards.
  • Analyse information from the projects and the wider context in order to identify improvements and make decisions, so that the Programme delivers the greatest possible benefits for Yemen and the UK.
  • Work with specialist advisors on the evidence base, M&E, and demonstrating impact.
  • Coordinate with other UK-supported programmes to promote synergies and identify overlaps with the political and economic resilience projects.
  • Develop relationships with a variety of stakeholders’ e.g. multilateral organisations, donors, Yemeni authorities, and civil society and provide input into policy dialogue.
  • Represent the projects at Board meetings; communicate the successes of your projects.
  • Gender mainstreaming across CSSF Yemen portfolio.
  • Respond flexibly and actively to evolving priorities and needs.

In your role as CSSF Yemen Programme Manager you will ensure Gender Equality Act compliance and support HMG/CSSF ambitions on women’s economic opportunities, inclusive growth and poverty reduction throughout your team/Post.

Essential:

  • Fluent written and spoken English and Arabic.
  • Minimum 4 years of experience working on policy and program management and delivery in Yemen or the MENA region.
  • Candidate holds minimum of a Masters’ degree or equivalent level of academic and professional experience in a related area (including development studies, sociology, political science, law and accounting).
  • Wide range of relevant contacts across Yemen and the MENA region.
  • Experience of working with international delivery partners/government institutions/external stakeholders and international donors.
  • Candidate has good understanding of Yemen’s political, social and economic environment.
  • Practical programme management delivery skills – preferably as a donor or implementer.
  • Gender and women peace and security experience and knowledge.
  • Literacy in Microsoft Office packages.

Desirable:

  • Good understanding of programme/project finance.
  • Good understanding of programme/project contract management.

Working Hours and Remuneration: 

The position is full-time, at 37 hours a week with considerations of flexibility depending on circumstances.

Pay is on the Embassy C4 (L) scale, with a salary of JOD 2423 per month. Please note that your salary will be paid gross and you are expected to comply with your tax obligations through completion of a tax return to the local authorities.  If exceptionally you are not liable to pay Jordanian tax, you will receive a net salary which is minus the deduction of an equivalent level of local tax.  Further information on this will be given to candidates at interview if necessary.

The package includes a good level of health insurance and a friendly, English-speaking work environment. We offer opportunities to develop professional skills through our Learning & Development offer. Leave entitlement is 25 days (on pro rata basis) plus 14 public holidays.

This position is offered on a full time, fixed term contract for one year, with a possibility of renewal on an annual basis. The successful candidate will be subject to a 90-days probationary period.

We place a strong emphasis on learning and development.  You will be encouraged to undertake developmental training and get involved in corporate activities.  This role provides an excellent opportunity to build up programme knowledge and expertise and gain exposure to working across government.  You will have access to existing and new Project & Programme Management L&D as well as wider job-relevant L&D and support for your own personal development. You may have the opportunity to participate in annual reviews to assess the performance of CSSF programmes.
