Main purpose of job:

Each year the British Embassy Tokyo and Consulate-General Osaka manage a range of programme funds covering a wide variety of outcomes. This job takes a central role in the overall management of those programme funds for the Japan Network.

Roles and responsibilities / what will the jobholder be expected to achieve?:

  • Manage the Japan Network International Programme Funds (PF) ensuring good governance and good value for money in addition to high quality reporting of the projects in priority sectors across the Japan Network. Responsibilities include: 
  • Working to the Counsellor, Economic and Finance, run the Japan Network bidding process for programme funds, including undertaking the secretariat role at the Programme Funds board.
  • Ensure project delivery teams meet governance requirements, including regular monitoring and reporting of actual and forecast expenditure, project proposals, and evaluation reports. 
  • Support delivery teams with new procurements, working closely with colleagues in the Regional Procurement Hub to ensure procurements deliver value for money and are processed efficiently. 
  • Provide high quality and timely reporting, including end of financial year reporting as required by the centre. 
  • Support delivery teams with financial management, including accurate recording of spend on budgeting systems and assistance with procurement. 
  • Support the teams running projects and programmes under the programme funds by managing contracts with external organisations. 
  • Carry out other corporate, administrative, and team responsibilities as required. 
  • Excellent MS Excel ability 
  • Experience of project or programme management 
  • Experience of financial management

Language requirements:

Required Language: English

Desirable language: Japanese

Level of language required: Fluent English (IELTS band 7 or TOEIC 800 points or above or equivalent)  

Good business level Japanese language skills (JLPT level 2 or equivalent)

Learning and development opportunities:

Working patterns:

Yes: the Embassy is very supportive of a range of flexible working approaches. However, any successful candidate would need to be willing to flex to work for longer hours and potentially at weekends in the run up to a visit. The Embassy operates a TOIL system to compensate for additional hours worked during busy periods.

Occasional out of hours working is required to support Embassy events.
