Working to the Senior Economic Adviser, the economic analyst is responsible for contributing to monitoring and reporting on the Hong Kong and Macau economies, and providing analytical support relating to Hong Kong’s financial services and monetary policy and the UK’s trading relationship with Hong Kong. The post holder would also contribute to the Foreign Office’s analysis and reporting on Mainland China.

Roles and responsibilities / what will the jobholder be expected to achieve?:

The team works in support of Her Majesty’s Treasury in London to support the Government’s economic and financial services objectives and also provides analytical input to underpin the Government’s trade objectives. Trade policy has become a particularly important focus for the UK Government as we move towards exiting the European Union.  The economics team in the British Consulate-General also forms a key component of the wider China Economic Network of economics officers in Mainland China.

The postholder would be expected to work flexibly across a number of key priorities for London and Beijing to deliver high quality, routine and ad hoc analysis as well as support specific events and initiatives.

The core tasks will be:

  • Conducting economic analysis. The job holder will contribute to high quality advice to British Ministers and officials on macro-economic developments, financial stability and financial and economic policy in Hong Kong and Macao. This takes the form of analytical content for briefing papers and keeping our standard economic briefings up to date (30%).
  • Statistical research. The job holder will provide research support to Economic Diplomacy and Trade and Investment teams to facilitate understanding of trade statistics and inform cooperation with government and business stakeholders to advance the UK-Hong Kong trade relationship (25%).
  • Supporting visit programmes. With the Senior Economic Adviser, organise high level visits by British Ministers and senior officials in support of UK priorities such as the promotion of the City of London’s role as an offshore Renminbi centre and building policy exchange in areas such as FinTech and green finance (20%).  
  • General research support. The job holder would provide research support to members of the Political and Economic Diplomacy Sections on Hong Kong policy issues. This would include contributing to briefing notes on topical issues such as the housing market in Hong Kong (15%).
  • Outreach. The job holder would be expected to develop relationships with working level contacts and attend occasional events and seminars. This supports the wider delivery of the team’s objectives and specifically supports reporting of Hong Kong stakeholders’ views on China’s economic prospects (10%).
  • must have a bachelor’s degree ideally in Economics (or with this as a major component) - at least 2nd class;
  • strong interpersonal and communication skills to expand our network of economic contacts in business, academia and the media;
  • the ability, confidence and enthusiasm to break new ground on new areas of work and work dynamically; and
  • the appropriate residence status in Hong Kong to allow you to work.
  • Language: Strong written and spoken English and Cantonese are essential.
  • Project management skills and experience of public policy work.
