Foreign, Commonwealth and Development Office (Policy & Political roles)

The main purpose of the role is to support effective compliance of all processes used to deliver the FCDO Zimbabwe country plan. This includes ensuring compliance related to program and policy delivery at all stages of program delivery i.e. compliance with regards to Programme Management Framework rules and guidance for the development and managment of programs and policy including rules related to program design and approvals, program implementation (e.g. financial and fraud management, risk management, procurement managment, ), and program closure processes.  The job holder will also be responsible for monitoring and reporting on corporate compliance including ensuring staff complete mandatory training, we adhere to health and safety guidance and that corporate procuremnt processes follow guidance).

The job holder will work with the team leader to develop, refine and implement systems and processes to support staff to ensure compliance and to monitor and report on levels of compliance against a wide set of indicators.

The job holder is also responsible for ensuring the office is compliant with regards to information storage.  Specifically they will have responsibility for ensuring all sensitive information is stored in accordance with the UK’s General Data Protection Regulations.

Compliance assurance and reporting

1.       Lead all compliance assessments and reporting for HQ including the updates of Management Assurance Processes.

2.       Monitor progress against the management Assurance Process and provide reports for the country board.

3.       Provide regular to timely updates to HQ for all Transparency data requests

Compliance – Oversight of programme level compliance

1.       Lead regular compliance verification processes for all programmes (census checks and spot checks)

2.       Report on levels of compliance to PROs and SROs and support processes to ensure compliance.

3.       Provide quarterly assessments to country board as required

Cross Mission Compliance –

1.       Regular monitoring and verification of compliance related to corporate processes.

2.       Report on levels of compliance to head of corporate services and support processes to ensure compliance

3.       Support commercial compliance through verification of local corporate procurement processes

4.       Support the monitoring of Human resource compliance processes including (for example) conflict of interest and mandatory learning.

Lead GDPR compliance ensuring correct storage of sensitive information

Manage the implementation of GDPR, ensuring appropriate storage and access to sensitive information 

 

 

                                      

 Minimum of a bachelor's degree in development areas, programme management or business management. At least 5 years' experience in programme management or financial management. Strong understanding of programme management and financial and commercial management processes

Strong Microsoft Excel, Word and PowerPoint skills.

A strong and clear communicator, able to adjust their communication methods to different audiences to ensure understanding of technical information.

Strong process management skills (the ability to design and implement processes)

Strong people management skills and strong collaboration skills.

Strong analytical skills and report writing skills (ability to analyse information, and provide a clear report of findings)

Language: English

Level of language required: Expert
