Main Purpose of Job:
The Second Cities team drives the embassy’s outreach efforts in Indonesia’s regions, including Jakarta, West Java, Central Java, East Java, and Bali. Based in Jakarta, the jobholder will lead the expansion of our outreach efforts into Jakarta city government. The main purpose is to deliver on the embassy’s regional engagement strategy with a particular focus at the provincial level of DKI Jakarta. The job holder will develop an extensive network of contacts across a range of sectors including local governments, civil society organisations, the private sector and media. They will provide expert advice on province developments, particularly in the areas of Smart Cities, infrastructure, education, clean energy, digital and tech. The jobholder will also work across embassy teams, helping them to deliver their objectives in Jakarta. This will include facilitating inward visits by UK ministers and senior officials, such as the ambassador, and outward visits to the UK by Jakarta’s leaders and senior officials. The jobholder will report to the Head of the Second Cities team based in the Embassy in Jakarta, also working closely with the Deputy Head of the Second Cities Team.
What will the Jobholder be Expected to Achieve:
Stakeholder Management (35%)
Working to the embassy’s existing outreach strategy, to develop effective relationships with an expanding network of senior and working level contacts in government, politics, business, education and other relevant areas. To provide the embassy with updates on issues important in DKI Jakarta and keep the Embassy informed about medium-long term trends and development priorities. Make recommendations to teams in Jakarta about where there may be scope for further UK engagement.
Supporting Commercial Outcomes (30%)
To work with the Department for International Trade to support UK trade and investment interests, such as in tech, digital, infrastructure, the green economy, health and education. To identify and help pursue those opportunities, including by facilitating contact at a senior level. To flag to embassy teams in Jakarta any problems/blockages and propose appropriate solutions. To create synergies in co-operation with other second cities officers in Bandung, Semarang, Denpasar and Surabaya.
Wider Embassy Support (20%)
Work with the British Council and other teams in the embassy to support the delivery of UK objectives in the regions, including on climate change, politics, economics, the creative industries, and digital. To deliver visits to Jakarta by UK stakeholders (e.g., UK ministers, visiting delegations), including helping to arrange visits from embassy personnel (e.g., the ambassador). Identify and support potential visits and meetings by DKI Jakarta based stakeholders to the UK or engagement with Jakarta based senior officers.
Strategy Development (10%)
To provide regular input into the overarching embassy’s outreach strategy, including through the Second Cities Board and Working Group meetings. To develop a DKI Jakarta strategy that covers priority sectors, stakeholder mapping, and a plan of activities tied to outcomes. To monitor progress and provide regular reporting and evaluation of activity.
Working with the Deputy Head of Second Cities to support budget management and act as the secretariat to Second Cities Working Group and Board meetings. To support the work of the wider corporate work embassy. To take an interest in personal development and undertake appropriate learning as required. To work with British Embassy colleagues in advance of and during our response to a crisis, e.g., natural disaster.
- Proven experience in stakeholder management and business development, ideally in Jakarta.
- Language: English / Bahasa Indonesia
- Level of language required: Fluent (written and spoken)
- Understanding of UK expertise in business and education; understanding of Indonesian local government; understanding of Indonesia’s economic development (e.g., infrastructure).

The contract is a fixed-term 12 months with possibility of renewal.
Working Patterns: The job can support flexible working patterns as long as the needs of the embassy are met, e.g., during a visit from the ambassador. Core hours are 09:00-11:00 and 14:00-16:00; outside these hours, we can be flexible as long as the required 36.5 hours (excluding lunch breaks) are met.
The jobholder will work from the British Embassy in Jakarta. Opportunities to accompany visiting delegations to the UK are also possible. Appointment is based on completing the necessary security clearances.
Employment offers are subject to successful clearance of pre-employment checks. In relation to this, the successful candidate will need to arrange for his/her own Police Certificate.
The British Embassy Jakarta encourages all staff to develop their capabilities, through both formal training (courses) and informal opportunities (job-shadowing, coaching, on-the-job training etc). The majority of our formal learning and development opportunities are drawn from FCO resources. All staff are encouraged to share their skills and experience with colleagues, through informal training or coaching/mentoring.
Some evening and weekend work is required on occasion. Embassy Standard Terms and Conditions apply and provide for time outside of working hours to be compensated through Time-off-in-Lieu. The job may involve some travel, including to the UK, regionally and within Indonesia. A willingness and ability to travel is require.
LEARNING & DEVELOPMENT OPPORTUNITIES (and any specific training courses to be completed):
- 70% of learning will be on the job delivering what is required.
- 20% will be learning from colleagues currently doing the job, e.g., induction at the British Embassy in Jakarta, job shadowing our Second Cities officer in Surabaya, etc.
- 10% will be undertaking formal training, either through the embassy’s Learning & Development Committee or through the FCO’s International Academy e-learning programmes (e.g., understanding the UK module).
