Main purpose of job:
The main purpose of this job is to lead on all Protocol matters relating to work the BHC is undertaking in response to the Afghanistan Humanitarian Crisis Work. This will include liaison with relevant host nation departments and authorities to facilitate the onward travel to the UK of eligible Afghan Nationals and helping with visa arrangements for staff from the UK who are temporarily working in the BHC to support this work.
The job holder will also be required to lead on other aspects of Protocol work within the BHC, in particular around import and export of diplomatic consignments, including vehicles, and to cover for other team members as necessary.
The job holder must be a good communicator and have excellent organisational, prioritisation and coordination skills in order to meet the complex logistical and operational requirements to enable the BHC to function. He/she will work as part of a team, but must also be able to work independently and to engage effectively, developing excellent working relationships with a wide range of individuals and stakeholders at all levels.
Roles and responsibilities / what will the jobholder be expected to achieve:
Support for Afghan Crisis Response / Humanitarian work (40%) –
To perform various operational and logistical activities to facilitate the onward travel to the UK of eligible Afghan Nationals. This will include preparation of documentation and support at the airport on days when there are departure flights and will require coordination with relevant Airport Authorities and the ability to deliver in challenging circumstances. Co-ordination with Protocol Assistant to ensure visas are issued/extended as necessary for all temporary ARIT UKB officers.
Import and Export of Official and Personal shipments (30%) –
Prepare Import and Export Permissions before sending to the Ministry for approval. Liaise with designated freight forwarders and Customs for speedy clearance and delivery (this involves use of Government of Pakistan (GoP) online systems - PROSYS and WEBOC);
Vehicle Registrations and Sales (10%) –
To be familiar with and provide support as necessary in order to perform administrative tasks related to import, export, registration and sale of diplomatic vehicles and to maintain proper record of vehicles.
Preparation of Documentation (10%)-
To be familiar with and provide support as necessary for arrangements for the preparation of miscellaneous documents and cases for the Ministry of Foreign Affairs and other Partners across Government including:
- Airport Passes;
- Third Country visas for official visits;
- Pakistan visas and Accreditation Cards;
- Understanding movement requests and rules related to movements of diplomats; and,
- Dealing with other Diplomatic Missions;
Airport Facilitation (5%) –
All members of Protocol Team alternate cover for smooth facilitation of the High Commissioner and visiting UK Government Ministers and VIPs arriving and departing from Pakistani Airports. This involves liaising with the airport authorities and airlines and may require the job holder to drive official vehicles;
Supporting the Network (5%) –
To provide cover/support as required to other parts of the UK Pakistan Network to provide them a good platform support so they can easily perform.
Resources managed (staff and expenditure):
Manage local imprest account (petty cash) of PKR 30,000.
- Excellent IT Skills;
- Well organised with ability to demonstrate flexibility;
- 5 years relevant experience working in office administration.
Language requirements:
Language: English / Urdu
Level of language required: Excellent Command of written and spoken English
Salary Details:
For BHC candidates, the Country Based Staff BHC Terms & Conditions will apply. For other than BHC candidates the basic salary will be PKR 93,159 per month.
