Main purpose of job: The British Embassy is looking for a C4 (Locally-Engaged) Green Finance Prosperity Fund Programme and Policy Manager to help lead the UK’s Green Finance Prosperity Fund programme in Brazil.


This position is available at the British Consulate in Rio de Janeiro, Brasilia, or Sao Paulo. It is to cover a period of Maternity Leave.

 

In this role, you will lead the finalisation of the design and the implementation of the Green Finance programme in Brazil. You will do so in close cooperation with policy and commercial teams within the Embassy, with Her Majesty’s Government more widely and with external stakeholders in Brazil, ensuring the programme is well-placed to deliver UK policy and commercial objectives in compliance with the UK International Development Act and UK Aid Strategy.

The jobholder will have technical responsibility for work under the Green Finance sector of the Prosperity Fund portfolio, which also includes Trade, Smart Cities and Energy (including Oil and Gas and Low Carbon). We strongly encourage applications from candidates with technical, policy and/or programme management experience in the Green Finance/Climate Finance sector.

In order to help promote economic growth in developing countries, including Brazil, the UK government has created a new Prosperity Fund worth £1.3 billion over the next 4 years. Its priorities include improving the business climate, competitiveness and operation of markets, energy and financial sector reform, and increasing the ability of governments to tackle corruption. These reforms will drive sustainable development, reduce poverty and create opportunities for international business, including UK companies.


Roles and responsibilities / what will the jobholder be expected to achieve?

  • As technical and policy lead, manage the delivery of the Prosperity Fund programme within the Green Finance sector of the portfolio, ensuring the programme is evidence based and well placed to contribute significantly to the UK’s long term strategic policy impact in Brazil, as well as delivering a secondary commercial impact to the UK.
  • Lead delivery of the programme and directly manage the project delivery partner
  • Develop and lead a network of relevant stakeholders in Brazil and the UK in order to inform Prosperity Fund Programme work. Ensure coordination between centrally managed programmes and Brazil’s bilateral portfolio, providing policy advice and driving synergies.
  • Proactively monitor and identify sector risks and opportunities for the UK. Provide advice and support to wider sector and Prosperity Fund teams, leading crosscutting work at needed in support of business needs. Work flexibly between programme sectors, shifting focus and emphasis as required in line with programme development.

   Essential on arrival:


• Qualified to at least Bachelors degree level.
• Experience of delivering successful programmes and managing budgets.
• An excellent understanding of public policy in Brazil.
• Excellent interpersonal, written and oral communication skills in English and Portuguese.
•Able to work with minimal supervision to lead and prioritise work in a fast-paced and challenging environment, delivering to deadlines and agreed targets.
• Computer literate, able to manage information effectively with available computer systems.

Actively seek out and share experience to develop understanding and knowledge.
  • Cultivate and encourage an awareness of cost, using clear simple examples of benefits and how to measure outcomes. Work confidently with performance management and financial data to prepare forecasts and manage and monitor budget against agreed plans. Follow appropriate financial procedures to monitor contracts to ensure deliverables are achieved. Monitor the use of resources in line with organisational procedures and plans and hold team to account, recommending actions to achieve value for money and efficiency.

          Desirable:

  • Relevant senior experience working on the Green Finance / Climate Finance sector in the public or private sector
  • Qualified to at least Bachelors degree level in a relevant sector.
  • Experience of undertaking in-depth analysis and/or delivering high level reports on public policy.
  • Experience of managing overseas development assistance (ODA) programmes.
  • Experience of working with international multilateral institutions.
  • Experience of working for the UK Government.
  • Experience of managing teams.
