The British Embassy in Kyiv is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking to recruit an experienced CSSF Finance Manager. The Conflict Stability and Security Fund (CSSF) Finance Manager plays a central role in the British Embassy’s Programme Team overseeing a budget of over £13 million across a complex portfolio of peace building, security and humanitarian projects. Working closely with colleagues in London and the Embassy the manager’s principal responsibilities include ensuring good financial management across the portfolio, providing advice on best practice to team members and delivering high quality financial reporting. The manager will be a principal source of guidance and quality assurance on financial issues for project implementers and involved in all stages of the project cycle from scrutinising budget proposals and drafting contracts to processing payments and assessing financial returns.

Roles and responsibilities:

  • Overseeing and managing the Embassy’s £13 million CSSF budget. Working with Programme and project managers the jobholder will ensure high quality financial management and record keeping. They will deliver accurate finance forecasting and reliable reporting of financial performance and risks to a range of London and Embassy colleagues up to and including the Ambassador and Embassy Programme Board. Using excellent communication skills the manager will deliver effective ad hoc briefings as well formal reporting;
  • The jobholder will play a role in developing the CSSF programme by maintaining a strategic overview of programme finances, drawing from a range of government and external information sources to inform planning decisions. They will be expected to show an appreciation of the dynamic political and donor context to funding decisions. They will also regularly advise the programme team and senior Embassy staff on detailed trends and risks at both programme and project level which will impact on financial performance and project implementation;
  • Besides close collaboration with programme managers on financial issues the Finance Manager will manage the Programme Team’s staff and operational budget (£600k). They will also oversee all project contractual and payment issues in accordance with FCO guidelines and best practice and manage a B3 Finance and Projects Officer with primary responsibility for day to day project level contracting and finance monitoring and processing;
  • The jobholder will have regular interaction with implementing organisations at financial and project manager level and will build effective collaborative relationships. In collaboration with Embassy project/programme managers, the Manager will ensure implementers deliver projects on time, within budgets and in compliance with UK government / CSSF policies and requirements including value for money;
  • Using training and on the job opportunities to develop and apply a detailed understanding of financial policies, processes and systems. The Manager will be the Embassy expert on financial and contracting and value for money best practice and will develop advice for colleagues in the Embassy and wider HMG network, as well as guidance to implementers on UK financial management requirements;
  • Besides the core programme finance work the manager will assist with wider Programme Team and Embassy duties as required, including assisting with inward visits by colleagues and VIPs, Embassy functions and providing translations services for UK staff;
  • In addition there will be opportunities to develop wider programme project management skills such as development of stakeholder management; monitoring and evaluation; conflict sensitivity, and risk management.
  • Have strong communication skills in English, Ukrainian and Russian; with an ability to communicate clearly and concisely with internal and external stakeholders and to understand how to present information to senior stakeholders in an appropriate format;
  • Experience of financial management, ideally in a complex project/programme management context;
  • Have good attention to detail but balanced by an appreciation of broader strategic objectives;
  • Be an enthusiastic and proactive individual with the ability to identify where they are able to add-value to the team through their work; with an understanding of when they are able to take decisions or need to refer to senior managers;
  • Be well-organised, able to balance a busy workload with a number of competing priorities and to manage and organise this workload effectively and systematically, whilst adhering to HMG processes and procedures.

The appointment is a one year fixed term contract which is renewable subject to availability of programme financing.

This is a full-time position of 40 working hours per week including 1 hour per day for lunch. Monday to Friday from 09:00 to 17:00.
