The British Consulate General in Jerusalem is seeking an individual for the role of Finance Manager Grade – B3(L).

Purpose of the job:

The role will manage the Consulate General’s administration and capital budgets, including analysis, forecasting and planning. This includes support to all our Partners Across Government (PAGs) in respect of financial related matters. The jobholder will also manage and implement financial controls and compliance, including purchase-to-pay (P2P) processes, monthly transparency returns, and year-end processes in coordination with Senior Management and the Regional Finance Hub.

The jobholder will also have line management responsibility of two busy roles, namely Transport Manager and IT Support Officer (ITSO).


Duties and responsibilities:

- Financial management (30%): Manage the Consulate General’s local finance operations, in line with the Foreign, Commonwealth and Development Office (FCDO) global policy and guidance. This includes:

  • Management of monthly and annual financial planning, budgeting and forecasting, communications, timetables, data requirements and modelling.
  • Monitoring and management of Post’s financial performance against key performance indicators (KPIs) and financial performance and compliance indicators (FPCIs).
  • Building strong, collaborative relationships with the Consulate General’s senior leadership team, Finance and HR Business Partners, Global Transaction Processing Centre (GTPC) in the UK and Manila, and our Regional Corporate Services Hubs. 
  • Providing policy and financial advice to line managers, senior management, and boards at Post, and guidance on business cases relating to financial or staff resource issues. 
  • Co-ordinating Post’s cooperation with financial audits and running regular self-audits, including the monthly Net Post Accounts. 
  • Supporting colleagues in the Corporate Services Team to improve their finance decision making and processes.
  • Deliver financial training when required, including finance induction for new joiners and budget holders.

- Financial processes (15%)

  • Manage all processing of payments and funding through Post bank accounts in collaboration with the Regional Finance Hub and Global Transaction Processing Centre (GTPC).
  • Manage business relationships and associated processes with our banks in collaboration with the Head of Corporate Services and Deputy Consul General.
  • Manage cash reconciliation at Post.
  • Advise Post on income generation pricing, accounting, and insurance where applicable.
  • Lead on modelling of performance-related pay (PRP) and modelling in support of local variable pay policy in collaboration with Deputy Consul General.

- Pay (15%)

  • Prepare payroll in line with local regulations.
  • Manage local provident fund and employee national insurance (social security) contributions and submissions.

- Line management (20%)

  • Line manage the Transport Manager who manages a Transport Team of four (4).
  • Line manage the IT Support Officer (ITSO) and act as backup ITSO.
  • Manage all associated line management responsibilities, including: appraisals, coaching and mentoring, and supporting active learning and development.

- Platform management (5%)

  • Complete change request cost templates for Partners Across Government (PAGs) to join and leave the platform at Post, update cost cards as requested.
  • Act as primary contact for finance queries from PAGs.
  • Prepare recharges to PAGs in line with the memorandum of understanding (MOU).

- Procurement (5%)

  • Advise on the application of global procurement processes to ensure they are followed, acting as local subject matter expert.
  • Provide guidance and training to colleagues on procurement processes including credit card and personal expenditure processing.

- Team support (10%)

  • Deputise for the Head of Corporate Service during periods of absence.
  • Participate in crisis preparedness and response.
  • Other duties as required, including support to other colleagues in the Corporate Services Team. 

Resource managed:

  • Line management of Transport Manager and IT Support Officer, and countersigning officer for four Transport Team members.
  • Oversight of local Post administration and capital budgets.

  • A degree in accounting, finance, or a related field and with three (3) years of experience in a financial management role.
  • Previous line management experience. 
  • Strong understanding of budgeting, forecasting and budget monitoring.
  • Proficiency in Microsoft Office tools, particularly MS Excel and MS Word. 
  • Ability to work under pressure using own initiative and following compulsory rules and procedures. Ability to understand and interpret policies, regulations and rules.
  • Proven track record of delivering results to a high standard within tight deadlines. Strong multitasking, organisational, and time management skills, with excellent attention to details.
  • Strong analysis skills, with excellent problem solving and decision making skills.
  • Team player with excellent interpersonal skills and a confident communicator. Able to deal with all staff and teams within the Consulate General.
  • Committed to learning and development for one’s self and the team.
  • Excellent communication skills in English, both oral and written. Able to express ideas and messages clearly and concisely.
  • Familiarity with Oracle-based applications for finance and procurement.
  • Previous experience of working through back-end/ regional hubs with detailed policy directives and compliance regulations.
  • Strong ability to assess a situation, apply policy, and provide solutions to aid decision-making.
  • Arabic and/ or Hebrew language skills.

Eligibility:

If you are selected for this position, the Consulate General will be able to employ you as long as you:

  • Receive the appropriate level of standard security clearance; and
  • Currently hold a valid local work permit or be able to secure one.

Working hours:

The position is full-time and on a permanent contract. Working hours are at 38 hours per week, with considerations of flexibility depending on circumstances.

Normal working hours at the Consulate General are 08:00 – 16:00 from Monday to Thursday and 08:00 – 14:00 on Friday.

Occasionally, the successful candidate may be required to attend to work outside normal working hours (evening/ weekend) but time off will be given in lieu of this.

The successful candidate will be expected to start work on Monday, 26 July 2021.
