Main purpose of job:
To manage Pay and Benefits for all locally employed staff in the Middle East and North Africa region (MENA) for the FCDO Regional Network. The position will provide guidance and support to Posts across the MENA network from an advisory and operational perspective.

Roles and responsibilities / what will the jobholder be expected to achieve?:

  • Ensuring a high level of professionalism and sense of urgency, manage an accurate and timely payroll for all Posts (offices) in the MENA region on a monthly basis.
  • Provide guidance to Posts on payroll policies and practices; working closely with the P&B Policy team at the Headquarters to support on projects and programs,
  • Resolve payroll-related enquiries by coordinating with the relevant Posts, the Regional HR Hub team and the transaction processing centre based at Manila.
  • Conduct social security contribution calculations, where applicable
  • Ensure compliance with Post terms and conditions for processing all  pay related payments.
  • Process allowances such as overtime and others in accordance with the agreed HRD policy and in liaison with Regional HR Hub team.
  • Generate and issue pay slips to all  locally engaged staff on Payroll
  • Calculate terminal pay including pending debts & claims and request terminal pay via payroll or at Post where applicable.
  • Prepare P&B MIS as required from time to time
  • Monitor performance against Key Perfomance Indicators and Service Level Agreements for each Post and provide monthly reports including actions to address any shortfalls.
  • Manage and maintain regional payroll process; ensure process effectiveness and evaluate process risk profile 
  • Customer engagement to ensure proper delivery of services and providing guidance to avoid errors
  • Constantly bring in efficiency through new tools, technology and processes
  • Maintain data confidentiality for all payroll-related matters. This includes actively managing Payroll mailbox and the Payroll folder.
  • Line management responsibility for the payroll team

  • Experience with processing MENA Regional payroll
  • Experience in shared services environment will be an advantage
  • Articulate, level headed with very good customer service orientation
  • Excellent IT skills in Advanced Excel is a must
  • Previous experience of working on payroll software is a must

For BHC candidates, the Country Based Staff BHC Terms & Conditions will apply. For other than BHC candidates the basic salary will be INR 67,767per month together with a 12% Provident Fund and 6% Super Annuation Fund.
