Main purpose of job:

The main purpose of the local staff Assistant to the HM Revenue & Customs (HMRC) Fiscal Crime Liaison Office (FCLO) is the provision of operational support and assistance to the FCLOs in achieving their objectives as set by HMRC through maintaining and strengthening the efficient relationship between regional host agencies, especially US, and HMRC.

This involves providing essential administrative and logistical support to the HMRC FCLO’s work in reducing threats to UK Tax and Customs regimes from organised crime, tax avoidance/tax evasion, other fiscal fraud and associated money laundering, including the pursuit of criminal finances and other assets. 

Roles and responsibilities / what will the jobholder be expected to achieve:

  • Conduct office administration duties under the instructions of the Fiscal Crime Liaison Officers and in accordance with policy, standard operating procedures and to comply with UK criminal justice standards. Duties include: records creation and management; vehicle management; maintaining office accounts; maintenance of the asset, gifts and hospitality registers; planning travel and visits; and organising events.  
  • Compile verbal and written briefings as directed, including regular monthly management reporting. 
  • Provide open source (Tier 1) research support, especially exploitation of information sources.
  • Maintain oversight of regional projects as required including; supporting monitoring and evaluation of their impact; monitoring budgets to ensure value for money; and producing narrative reports to deadlines. 
  • Monitor FCLO office mailbox and telephone so that intelligence logs and messages are responded to in a timely fashion and / or directed as required. 
  • Support broader corporate/embassy work as directed by the FCLOs, especially during any crisis response.

Other skills / experience / qualifications:

A minimum of 3 years relevant administrative experience in a similar environment.

Strong written and verbal communication skills.

Ability to remain discrete and handle sensitive information.

Proven time management skills and the ability to prioritize and meet deadlines under pressure.

Core 8 hours per day between 07.30 – 16.30 to align with UK/US time.

There will not be a requirement to be on-call or work outside of normal office hours.

Due to security restrictions based on remote access to UK/HMRC intelligence systems the job holder will be required to work in the office only – no home working unless in exceptional circumstances.

Jobholder will be provided training and mentoring in HMRC core functions, basic intelligence/criminal justice awareness and the use of bespoke HMRC/FCDO I.T systems.
