The Indo-Pacific Programme is new for FY22/23, but builds on 10 years of global FCDO cyber capacity-building activity in the region. The new Programme will work alongside the UK’s Digital Access Programme (Cyber Security Pillar) in Indonesia, and build on its activities after the main delivery contract ends in October 2022. Beyond Indonesia, the Indo-Pacific Cyber Programme will focus on ASEAN and its members, and from this deciding to focus on a small number of additional priority countries in the region. Work to define these is ongoing. The role will also need to work closely with other like-minded cyber capacity-building donor countries: Australia, New Zealand, Singapore, Japan and South Korea, and with international organisations co-ordinating donor activity, such as Global Forum on Cyber Expertise. 

 As the programme enters its design and set up phase, we are recruiting a Programme Manager. In this role, you will work closely with the Programme Lead and Programme Adviser.

The job holder will be required to support the Programme Lead and Adviser for the Indo Pacific Cyber Programme in development and delivery of the programme plan, including managing risks, monitoring implementation and reporting on programme progress against set intervention targets across different countries within the programme, as well as on the resourcing requirements needed to deliver them.

The role will entail the following functions:

  • In support of and under the oversight of the Programme Lead and Adviser, manage the implementation of the programme ensuring interventions are evidence-based and well placed to contribute significantly to the programme’s overall objectives. This will include supporting the design, delivery and monitoring of programme activities through coordinating with the programme contractors and/or directly with the local implementing partners. Regular communication with implementing partners will form a core part of this role to support programme delivery.
  • Compile and maintain thorough project records and lead on the accounting, reporting and procurement processes, under the oversight of the Programme Adviser. Be responsible for the core administrative and logistical functions of the programme team.
  • Assist with setting up programme performance tracking systems to ascertain programme performance against plan and resource expenditure, identify deviations from plans and develop corrective actions 
  • Assist with project information management and communications. Develop communications material to keep internal and external stakeholders informed of programme progress.
  • Maintain effective coordination with the relevant teams within the British Embassy in Jakarta (particularly the Digital Access Programme team) and with the cross-government programme teams in London, under the guidance of the Programme Lead and Adviser. 
  • Lead on other areas of programme administration under the oversight of the lead and adviser, including visit programmes.

Roles and responsibilities:

90%Programme coordination

  • Support the delivery of Indo Pacific Programme implementation activities in Indonesia as delivered in-house as well as by lead contractors and other implementing partners, in coordination with the lead and adviser and with the central Programme Management team in the UK. This will require an ability to apply project coordination, monitoring, risk management, communication and stakeholder engagement skills. 
  • The jobholder will maintain programme administration requirements and maintain relationships with the programme’s contractors and implementing partners, and the local supply chain to ensure delivery is monitored in coordination with the lead and adviser, and with the UK based Programme Management team. This will include pre-empting risks and ensuring that project activities deliver the expected outcomes. 
  • The jobholder will support with the internal and external communication of the programme in the Indo Pacific region, helping to ensure the Programme’s visibility is properly managed and that the UK government gains recognition for its work. The post holder will support the implementation of the Programme’s communications strategy as approved by the Programme’s governance structure. The post-holder will also support the organisation and delivery of key visits from the UK, related to the implementation and promotion of the programme.
  • The post-holder will be expected to regularly join key meetings and record outcomes, and support the Programme Lead and Adviser in providing regular updates on the progress of the Indo Pacific Cyber Programme to seniors in the region.
  • In this role, you will ensure the CSSF projects, programmes and portfolio are compliant with the International Development Gender Equality Act (2014) by demonstrating consideration for gender equality throughout CSSF programmes, and supporting CSSF ambitions to achieve the UK’s Women, Peace and Security objectives.

10% - Corporate

  • As all other staff at post, the job holder is expected to participate in wider British Embassy activities. These may include  being active on various committees and in other corporate roles, as well as play a role in crisis management activities on an ad hoc basis.

Resources managed (staff and expenditure):

  • Responsible for financial oversight of up to £13m of programming over 3 years.

The jobholder will need project coordination experience and the skills to work in a team and facilitate a results-oriented working culture. Excellent organisational and administrative skills are essential, as is experience of working in a fast paced environment. It is desirable that the post holder has good knowledge of the local context and cyber security environment in the Indo Pacific region, including experience of working with the government stakeholders, civil society, business and other stakeholders.

  • Experience of managing the day-to-day administration and delivery of large and/or complex programmes with good eye for detail.
  • Developing and applying tools to support effective project management as well as delivery control of implementing partners
  • Experience of developing and executing programme/project implementation plans
  • Experience of applying project coordination, monitoring, risk management and stakeholder engagement skills
  • Commissioning or procuring delivery through external implementing partners and contract management
  • Fluent in both Bahasa Indonesia and English
  • Experience of working in an international development context, including managing/working with development programmes.
  • Experience of working in or with government stakeholders.
  • Experience at policy, regulatory as well as field level will be considered relevant, ideally linked to cyber security.
