The British Embassy Riyadh has a vacancy for a Corporate Services Officer, Accounts on a fixed-term contract for two (2) years.

The jobholder will run an efficient, cost effective, and professional Corporate Services Account Department for the KSA Network (Riyadh, Jeddah, and Al Khobar). They will ensure the correct implementation of the Foreign and Commonwealth Office’s (FCO) financial policies with local conditions whilst meeting the needs of internal customers in a fair and effective manner. They will ensure the effective day-to-day operations of the Accounts department and gather and provide information for financial planning, budgeting, and forecasting. This role will report to the Corporate Services Manager (CSM) Finance.


Duties and responsibilities:

  • Maintain a professional relationship and work in co-ordination with the Global Transaction Processing Centre (GTPC). Duties include: regular meetings, communication, resolving challenges, and ensuring queries are resolved within the service level agreement (SLA) timeframe.
  • Timely and compliant payroll and end of service benefit process, monitoring and adjusting as necessary.
  • Support purchase to pay (P2P) process at Post, ensuring departments comply with FCO processes and highlighting areas of opportunity. Responsible for P2P for all Embassy expenditure.
  • Monitor budget lines to ensure the correct charging codes are used to process journal requests as necessary.
  • Responsible for Embassy banking including the deposit, withdrawal of funds, and account signatories.
  • Cash accounting: Manage the cash box in co-ordination with the Receptionist; monthly reconciliation of cash accounts (NPA); replenishment of imprest; and ensuring strict controls and paperwork are maintained.
  • Complete the appropriate documentation for accounts receivable (functions and income).
  • Prepare all Embassy invoices in co-ordination with the Residence Team and liaise with internal and external stakeholders to ensure payments are received in a timely manner.
  • Prepare all debit memos and miscellaneous receipts to the CSM Finance for processing.
  • Monitor and account for all Queen’s Birthday Party (QBP) income and expenditure.
  • Assist with collation of the mid-term financial planning (MTFP) and the annual cash funding profile.
  • Prepare reporting for Senior Budget holders (Direct Entertainment Expenses [DEE]/ Representational Requirements [RR]).
  • Record services to Partners Across Government (PAG) and produce monthly bills.
  • Maintain high standards on Financial Performance and Compliance Indicators (FPCI) scores. Duties include monitoring reports, resolving invoice on hold queries, open purchase orders, retrospective purchasing and accruals.
  • Provide pro-active accounts guidance on accounts processes to the team and wider Network, cascading best practise and internal audit requirements.
  • Update all corporate governance letters.
  • Ad hoc finance and P2P support as required and to support the Embassy.
  • Crisis preparedness.

  • Minimum of two to three years of experience in accounting, managing budgets, and procurement
  • Flexible, resilient, decisive, and calm under pressure. With a proven track record of delivering results to a high standard within tight deadlines;
  • Excellent organisational ability, with proven ability to manage, plan, and prioritise tasks and workload; and a proactive approach to problem solving.
  • Proven ability to work autonomously, support others and deliver results, including in a fast-paced and changing environment.
  • Excellent command of spoken and written English. A confident communicator able to deal with all staff and teams within the Embassy and the wider organisation.
  • Very good level of IT skills and literacy in Microsoft Office applications, particularly MS Excel.
  • Experience in processing VAT claims.
  • Holds a formal accounting qualification or is currently pursuing one.
  • Familiarity with UK government accounting processes.
  • Familiarity with Oracle-based applications.
  • Arabic language skills.

The Embassy aims to offer an attractive working environment and remuneration package for this role. 

Salary details:

  • Base Salary including Eid bonus - SAR 5,645.22
  • Housing Allowance - SAR 1,411.31 (subject to eligibility)*
  • Travel Allowance - SAR 400 (subject to eligibility)*

*Allowances are not payable to staff who receive official provision for such expenditure in some other form.

No accommodation and relocation expenses are payable in connection with this position.

Normal working hours for the Embassy are 08.00 to 15.00 Sunday to Thursday. This position is full-time, based on 35 hours per week.

The jobholder should also be flexible in their approach to hours worked as these will also be dictated by operational needs and may involve working out of hours.

The successful candidate will be subject to a 90-day probationary period.

Eligibility:

The position is available to Saudi nationals and to holders of Saudi residence permits or transferable iqamas. Successful candidates will be required to transfer their sponsorship to the British Embassy.
