Main purpose of job:

The Department of International Trade’s Middle East, Afghanistan and Pakistan (MEAP) region brings together policy, promotion and financial expertise to break down barriers to trade and investment to help businesses succeed. This is a great opportunity to be part of an international team that contributes to the success of the UK’s trade goals.

This is a new Trade Policy Lead role in MEAP, created to drive forward work to improve market access and the business environment for UK companies, specifically in 5 markets (Afghanistan, Iraq, Jordan, Lebanon and Pakistan). The successful candidate will spearhead our market access work and develop policy across the non-GCC network and with DIT HQ. You will support the work of the non-GCC network on a day-to-day basis, ensuring there are clear objectives for each market, sharing best practice and know-how. You will, importantly, be the key link between:

MEAP and DIT HQ on market access, supporting the work of Bilateral Trade Relations (BTR) to develop the trade policy in this critical area of work;

  • Identify best practice from the overseas network and opportunities to co-ordinate with the private sector, to enhance DIT’s ambition to increase trade into the markets; and
  • With Development teams in DIT and DIFD, ensuring that the network learns about the lessons of ODA programmes and is able to implement projects that support market access into market.

You will need to liaise closely with BTR, cross Whitehall departments and contemporaries in other markets such as the Africa region to better understand how to use HMG to grasp commercial opportunities in the identified markets. This will involve working closely across the DIT regional network to ensure that lessons on how to tackle market access issues, are identified and best practice shared. This will be through collaborating with DIT’s ODA team and DfID to ensure that successes are replicated and commercialised through developing non-ODA projects.

The role will also be responsible for coordinating and promoting the use of UK standards and regulations across the region to ensure we are working effectively to support British exporters in the region.

Whilst based in Islamabad, you will need to work closely with HMTC’s private office, based in Dubai, as well as country directors across the non-GCC part of the MEAP region. 

Roles and responsibilities / what will the jobholder be expected to achieve:

  • Act as the regional non-GCC market access and trade policy lead coordinator, working closely with the leadership in the UAE, the non-GCC network, and the Bilateral Trade Relationships and ODA teams in London.
  • You will focus on driving forward our strategy in this area, pushing forward opportunities to increase trade in the region and providing expert technical and policy advice to the network and back to London.
  • Provide repository market advice for business interested in this part of the region, acting as the lead contact for relevant stakeholders in the region (internally) and other government agencies.
  • Identify opportunities via analysis of country plans to better coordinate the activities of teams to maximise impact.
  • Look for opportunities to leverage cross-HMG funding and development projects to support our work.
  • Develop proposals to bid for funding where opportunities have not previously been identified by existing programmes.
  • Coordinate market access work across the non-GCC part of the MEAP region, ensuring best practice and know-how is diffused across the markets and support countries where there is limited market access and trade policy resource to deliver specific projects.
  • Understanding and experience of identifying and addressing market access barriers.
  • Knowledge of trade policy in order to address market access barriers.
  • Experience of aid-funded projects and programmes with a proven track record of delivering on time-bound change management programmes
  • Proven project management skills and experience of developing and implementing new processes, governance and reporting structure.
  • Strong leadership skills and ability to motivate and bring teams along.

Experience of working in development in the public or private sector.

Experience in the target countries will be an advantage.

For BHC candidates, the Local BHC Terms & Conditions will apply. 

For other than BHC candidates, Basic Salary will be ­­­­­­PKR 500,197.
