Main purpose of job

The cross-government Prosperity Fund (PF) was established under the 2015 Strategic Defence and Security Review (SDSR) with the primary aim of supporting growth in recipient countries and thereby reducing poverty. As such, it represents a key component of the prosperity pillar of the UK Aid Strategy. But the Fund uniquely focuses on promoting growth in ODA-eligible middle income countries, which are home to around 60% of the world’s poor and where the development challenges remain significant, but at the same time are important business partners and drivers of prosperity. By delivering high impact, strategic multi-year programmes, across high opportunity countries, regions and sectors, the Fund will help create opportunities for international business, including UK companies. As the UK leaves the EU, an even more outward-looking global Britain investing and trading with the fastest growing markets will become increasingly important.  Around 25 multi-year programmes have so far been endorsed by the Ministerial Board. These cover trade, anti-corruption, infrastructure, business environment, health, future cities, education, financial services, energy and outward investment. This is a great opportunity to deliver a key component of the £1.2bn cross-government Prosperity Fund. New and innovative, the Fund represents a step change in HMG’s approach to promoting economic development and prosperity overseas. 

In Indonesia, the British Embassy Jakarta manage the recently launched UK-Indonesia Low Carbon Energy Programme (LCEP) which aims to accelerate the development of Indonesia’s renewable energy sector and improve access to energy to deliver poverty reduction, economic development and gender equality to best support poor communities, with a focus on eastern Indonesia. It aims to deliver the following outcomes:

  • Improved policies for renewable energy: a supportive policy and regulatory environment that will accelerate development of the RE sector across Indonesia, through technical assistance.
  • Increased investment in renewable energy: by bridging the gap between funding, technology and viable programmes through brokerage, and technical assistance to improve quality and feasibility of projects.
  • Greater innovation in renewable energy: through partnerships and collaboration between business, government, academia and communities, driving innovation and the adoption of new technologies and business models.
  • Improved access to renewable energy: clean, affordable, reliable energy options in eastern Indonesia and increased productive use of energy, supporting poverty reduction, economic development and gender equality.

The programme is a partnership between the Embassy, programme delivery partners led by Palladium International and the Government of Indonesia. The job holder will be part of the Embassy’s Low Carbon Energy team, which manages LCEP and supports programme delivery and engagement with the Indonesian government and other stakeholders. The team is currently comprised of a team Head and lead Contract Manager, Deputy Head, Energy Advisor and Programme Officer and Secondary Benefits Adviser.

This role is a new position in the team. Primary responsibilities include leading the team’s work on LCEP communications and stakeholder engagement to help deliver the programme’s Communicating and Partnering work strand. The job holder will also manage the programme’s Monitoring, Reporting, Evaluation and Learning duties to support the programme’s continuous improvement and reporting to FCO in London.

Roles and responsibilities / what will the jobholder be expected to achieve:

Communicating, Partnering and Stakeholder Engagement (50%) 

The job holder will be responsible for working in partnership with the Low Carbon Energy Programme’s Delivery Partners, the Embassy’s Media and Communications Team, Department for International Trade and other stakeholders to develop and deliver the Programme’s Communicating and Partnering Strand including:

o    Promote LCEP objectives and impact to key stakeholders including the government of Indonesia, UK, international and Indonesian business and NGOs, and programme beneficiaries such as communities in eastern Indonesia,

o    Promote and share learning between LCEP’s Policy, Brokerage and Demonstration Project strands;

o    Leverage UK experience of low carbon development to promote the potential for renewable energy in Indonesia through e.g. social media, events and workshops, communications from the UK

o    Ambassador and programme publicity materials, in the context of the UK hosting the major COP 26 climate conference in 2020;

o    Develop and make use of links between Indonesian, UK and international renewable energy specialists, companies, academic institutions and civil society to enable sharing and transfer of renewable energy best practice and innovations;

o    Ensure the Programme is well-known amongst other areas of international renewable energy support to Indonesia (such as that provided by the governments of Australia and Germany), and ensure the Programme leverages and coordinates this work where possible;

o    Create and maintain record and stockpile of programme good news stories and impacts that can be used to report on programme progress in Indonesia and to UK government and other stakeholders in London.

o    Develop and maintain a comprehensive LCEP stakeholder map, making use of tools such as the RACI model.

Monitoring, Reporting, Evaluation and Learning (40%) 

  • Manage the Programme’s Monitoring and Reporting requirements under the Prosperity Fund to the FCO and Joint Funds Unit in the UK. This includes quarterly and annual reporting on programme impact and risks, and refining programme theory of change and logframes over the lifetime of the programme as required.
  • Support management of the Programme delivery partner to ensure their accurate and timely reporting of delivery performance and progress towards achieving programme outcomes.
  • Working with the delivery partner and Prosperity Fund Evaluation & Learning advisers, manage the Programme’s Evaluation and Learning procedures to ensure that LCEP is focused on continuous improvement. This includes an annual review of programme impact, considering the value for money ‘Effectiveness’ and ‘Equity’ of Programme design and activities, and whether the programme is most effectively set up to achieve the outcomes of inclusive economic growth, economic development and gender and social inclusion through support to the renewable energy sector. 

Embassy corporate contribution (10%) 

  • Contribute to cross-Embassy initiatives as required (e.g. Chevening interviews, Queen’s Birthday Party). Be a supportive and considerate team member. Help colleagues achieve their learning and development objectives.

Resources managed (staff and expenditure)

Staff: none

Resources: up to £13.5 million bilateral programme, managed by the British Embassy Jakarta. The job holder will play an important role in leading the programme’s communications and stakeholder engagement and ensuring accurate reporting to the FCO in the UK.

  • Fluent written and spoken Indonesian and English, equivalent to IELTS language assessment score of 6.5 or above.
  • Experience or understanding of renewable energy policy and low carbon development issues
  • Experience of donor supported development activities (either as donor or implementer/partner)
  • At least 5 years communications/stakeholder management experience including developing and delivering communications plans and strategies
  • Experience in building and managing large international stakeholder networks, including public and private sectors,
  • Experience in programme management and progress and risk reporting
  • Familiarity with different methods and approaches to evaluation
  • Experience developing results frameworks or logframes including selecting appropriate indicators and setting targets
  • Experience helping teams to translate evidence, monitoring and evaluation results into practice
  • Knowledge of how to assess the reliability and relevance of an evidence base, and how to identify requirements to collect additional evidence to support key decisions
  • Knowledge of a range of quantitative and qualitative data collection approaches;
  • A flexible and creative problem-solver, able to come up with innovative solutions to complex challenges.
  • Excellent communication and influencing skills,
  • Fluent in written and spoken English and Indonesian.
  • Flexibility and resilience under pressure, with a proven track record of delivering results to a high standard under tight time scales.  
  • Good interpersonal skills. Ability to work with people of different levels and backgrounds.
  • Proficient in MS Office applications (Words, Excel, PowerPoint and Outlook etc.)
  • Willingness to travel
  • Relevant qualification or certification in renewable energy, low carbon development or a related area;
  • Experience in working with multilateral development banks and international donors,
  • Understanding of the UK’s low carbon development and policy positions,
