To support the British Embassy’s work to combat Climate Change, including diplomatic action to support delivery of the 26th Conference of the Parties to the UN Framework Convention on Climate Change (COP26) in December 2020.  This position will focus on UK climate engagement in Cambodia within a regional context.

Diplomatic efforts to prevent global climate change is the top international priority for the UK government Last year the Intergovernmental Panel on Climate Change Special Report concluded that ‘limiting global warming to 1.5°C would require “rapid and far-reaching” transitions in land, energy, industry, buildings, transport, and cities. Global net human-caused emissions of carbon dioxide (CO2) would need to fall by about 45 percent from 2010 levels by 2030, reaching ‘net zero’ around 2050.’

As the Co-Presidency of COP26, the UK is committed to working with the UN and our Presidency partners, Italy, to prevent catastrophic climate change. We hope that all the parties to the 2015 Paris Agreement will commit to more ambitious greenhouse gas reductions before or at COP26. This is critical to safeguard our future.

The jobholder will work to support Cambodia’s commitment to cut greenhouse gases, in the context of COP26. The role will involve engagement with officials in the Cambodian government and raising broader awareness on the risks of climate change among the public and wider stakeholders.

We are looking for a pro-active, engaged individual with a passion for making a difference and an understanding of the importance of this issue.

Responsibilities of the jobholder are:

To support implementation of the UK’s COP26 Action Plan in Cambodia working closely with political, projects and public diplomacy colleagues at the Embassy and in the region.

Work closely with the Regional Climate Change Policy Officer in Bangkok on engagement with Cambodia and advising on local sensitivities and priorities in Cambodia; including –

  • Encouraging Cambodia to implement their Climate Change Strategic Plan so as to achieve their NDC of a 27% reduction by 2030  
  • Supporting Cambodia to develop its readiness for international Green Finance
  • Encouraging Cambodia to adopt innovative mechanisms to sustainably manage/protect their forest and its biodiversity and achieve its aim of increasing forest cover to 60% of national land area by 2030.

Raising awareness about the risks of climate change and importance of the COP26 negotiations among the Cambodian population and key decision-makers.

Liaising with officials in Cambodia on operational elements of delivering COP26. This will include advising and supporting engagement between HMA and DHM with senior officials and Ministers.

Planning engagement with civil society/NGOs & other partners. This will include building relationships with working level contacts at the sub-national level (provinces), representatives of businesses and civil society.

Managing visits of the Regional Climate Change Policy Officer to Cambodia including visit programmes and supporting events when required.

  • Bachelor’s Degree in a relevant field, for instance, Public Policy, Public Administration, International Relations, Climate and Environment Science, etc.
  • Understanding of international climate change policy.
  • Excellent communication and interpersonal skills.
  • Experience working for an organisation in a relevant field, for example, working for/with national or regional government, international organizations or agencies, preferably in climate change.
  • Knowledge or experience of project management and relevant skills.

This is a position for 4 days per week and the post holder will be able to work flexibly to complete their hours. There may be a need to travel in the region, so willingness to travel is also a requirement.

In crisis/emergency situations work as required to support the Embassy response (sometimes on a shift pattern working unsociable hours).

The British Embassy offers a competitive remuneration package, including salary and benefits, leave entitlement, and training opportunities. 

We also offer 18 days of leave entitlement per annum in pro rata.
