Main Purpose of Job:
The Second Cities team drives the Embassy’s outreach efforts in Jakarta, West Java, Central Java, Yogyakarta, East Java and Bali, with occasional outreach into other areas of importance. The outreach network enables the Embassy to engage more broadly and deeply with key subnational players in Indonesia, to deliver on UK Government foreign policy priorities such as kickstarting UK growth, promoting Britain as a clean energy superpower, and supporting sustainable and inclusive growth in markets of the future, like Indonesia.
The jobholder will directly manage 3 of the outreach officers, helping them to refresh and deliver on their regional strategies. During the Head of Second Cities’ absence, the Deputy will provide leadership and management cover. The Deputy will also provide expert advice on province and city developments – for example for identifying pipeline opportunities for UK export wins (particularly in areas of infrastructure, education and renewable energy) in addition to working across Embassy teams to help deliver on overarching objectives. The Deputy will also have a good working knowledge of UK business, education, cities and regions. They will also be responsible for designing the team’s monitoring and evaluation processes – such as capturing key data and feeding this into strategy development and sharing it with key stakeholders.
What the Jobholder will be Expected to Achieve:
Strategy Development & Delivery (20%): To work with direct report outreach managers, and our key partners, to create strong sub-national engagement strategies that deliver on cross-embassy objectives such as: identifying UK growth opportunities, supporting delivery of FCDO Programmes driving sustainable and inclusive growth in Indonesia, and strengthening the relationship between the UK and Indonesia, including our people. To support the Head of Second Cities in the delivery of the team’s overall strategy and priorities, including overseeing the governance processes (such as six-monthly board meetings), and monitoring and evaluation systems (see Impact Analysis & Evaluation below).
Regional Expertise (20%): To provide expert advice on the latest priorities and opportunities to advance the UK-Indonesia relationship at the sub-national level, in line with UK foreign policy objectives. Through expert discussions with stakeholders, keep increasing collaboration between the UK and our regional Indonesian stakeholders. To identify and bid for funding opportunities to support these objectives, as well as to provide oversight and guidance to ODA or non-ODA projects led by the Second Cities team.
Impact Analysis & Evaluation (10%): To develop a baseline analysis and then monitor the impact of our outreach work against this, producing a quarterly report/infographic that can be used to inform stakeholders and guide our longer-term strategic decision making.
Relationship development and management (20%): Internally, to take personal ownership of the team’s relationship with a number of teams across the embassy to ensure we have a comprehensive and up-to-date understanding of the embassy’s wider work. To draw linkages across these different activities so that we can provide high quality support and strategic guidance to all our key partners and maximise our impact in all the regions. Externally, oversee outreach officers’ relationship management at the regional level (e.g. provincial and city) with government and non-government stakeholders in Indonesia, and conduct regular regional travel to support building and maintaining of these relationships. To own relationships with UK local government partners as relevant to communicate strategically and clearly to progress their partnerships with Indonesian cities.
Deputising (10%): To provide cover for the head of team during periods of absence, including representing the team at any relevant internal and external meetings as necessary.
Line Management (10%): To line manage 3 outreach managers, ensuring that all FCDO policies and local law is strictly adhered to, and to foster a culture of learning and development and career progression within the whole team. To provide strategic guidance to outreach managers in the delivery of impactful senior visits (e.g. Ambassador, Deputy Ambassador, UK Ministers, senior Indonesian officials visiting UK, etc.). To review information materials such as briefings, reports and official letters.
Corporate (5%): To support the wider corporate work of the embassy, including by taking on a specific role, e.g. secretary of the Honours Committee. To take an interest in own personal development and undertake appropriate learning as required. To provide effective oversight of the section’s budget to ensure it is monitored and managed appropriately.
Crisis Support (5%): To work with colleagues at the Embassy in advance of and during our response to a crisis, e.g. natural disaster.
The successful candidate would be offered a fixed term contract for 12 months initially, with the possibility of renewal for future years.
