Main purpose of job:


Management of the Prosperity Fund Global Trade Facilitation and Business Environment projects in Brazil (incl. Intellectual Property, Regulatory Reforms, Competition and Investment)


Under the supervision of the Head of Trade Facilitation, ensure different projects are well managed and on track, with sound monitoring and reporting. Engage constantly with stakeholders (implementers, government stakeholders, and other beneficiaries) to monitor programme implementation and manage contracts with delivery partners. Engage with Prosperity Fund global teams in London and keep good communication about progress of the programme. Manage budgets, including financial reporting and forecast. Work with teams across the Brazil network to strengthen programme performance and contribute design of projects. Contribute to the sector policy reviews. Ensure Prosperity Group is able to fulfil its sector commitments.  


Roles and responsibilities :


Programme Delivery - Manage projects in the trade sector portfolio, delivering each project objective in time, with VFM and with impact, supporting delivery of the wider Sector objectives and Ministerial Dialogues.


  • Engage internal and external stakeholders to deliver projects and identify opportunities to increase impact.
  • Track project performance and report on progress through creation of reports, regular meetings and conversations with implementers and beneficiaries.
  • Represent the British Government in project meetings.  
  • Manage risks and report them appropriately.
  • Manage contracts with delivery partners.
  • Monitor projects in specific programme strands (incl. Intellectual Property, Regulatory Reforms, Competition and Investment).

Financial Management - Manage projects budget in close contact with the Delivery Partner, ensuring spend is on track, accurately forecasted and according to rules.


  • Revise financial reports, coordinating with the Prosperity Fund Financial Manager in Brazil and Programme Managers in London, holding regular financial meetings.
  • Ensure project work plans and forecast are constantly updated.
  • Track spend and manage financial risks, which might affect project implementation and programme targets.

Programme Design - To support the design and development of the projects proposals and to support Business Case development to deliver the Prosperity Fund Trade strategy in Brazil.


  • Work closely with the Prosperity team and DIT Sector Teams relevant to the portfolio to ensure collaboration in the development of programme proposals.
  • Establish strong relationships with implementer and programme stakeholders to ensure sure project is aligned with Prosperity Fund and wider relevant HMG objectives.
  • Draft pieces of business case jointly with relevant HMG Departments.
  • Negotiate project proposals with beneficiaries.
  • Negotiate contracts/agreements with delivery partners.

Cross-Whitehall engagement – Maintain communication with the wider Brazil Network, including with the Department for International Trade (DIT) teams and with the Global Trade Programme and Global Business Environment programme teams, ensuring programme opportunities for collaboration are developed, reported and programme impact and wider learning is shared.


  • Develop and implement communication plans for the relevant projects, working with the Communications Team whenever necessary.
  • Identify commercial opportunities linked to the programme and work with DIT teams on them.
  • Ensure programmes contribute toward policy delivery e.g. track of major policy events/high level visits.
  • Contribute to policy reviews.
  • Draft briefings for senior stakeholders.

Support development and implementation of project management tools and business models to improve performance.


 


Essential on arrival: Candidates need to have a university degree in International Relations, Economics, Business Administration, International Trade or related-areas. A demonstrable record of project and programme management, including financial management, working with spreadsheets and good knowledge of trade, economic and business environment issues in Brazil. Excellent communication skills in English and Portuguese are essential for this position. MS Office package knowledge in a working level.


 


Desirable: Experience of policy work and a network of contacts in government, business and civil society. 3 years experience on project management. Readiness to start managing projects and fast learning capability are crucial to success.
