Main purpose of job:

The British Consulate General in Toronto is inviting applications for the Economic & Trade Policy Adviser, Ontario, position within the Economics and Trade Team. The successful candidate will support the UK’s economic and trade policy outcomes in Ontario.

The role will include a focus on:

  • Developing a deep understanding of the economic and associated political dynamics in Ontario, seeking mutually beneficial opportunities to enhance bilateral trade and economic cooperation in order to boost two-way trade and investment between the UK and Ontario.
  • Resolving barriers to business within Canada’s largest Province, for example by working with professional and provincial bodies on issues such as Mutual Recognition of Professional Qualifications.
  • Supporting the implementation of the UK-Canada Trade Continuity Agreement (TCA), including monitoring Provincial implementation and leading on a number of Federal policy and Committee areas such as Services & Investment.
  • Supporting the Trade Promotion teams in their work to ensure that UK businesses utilise the preferential market access within the TCA and understand Ontario-specific regulations and standards.

Success will require the jobholder to undertake both external representation to deliver organisation objectives, as well as participate in policy development and delivery. The jobholder will need to be adaptable to emerging organisation priorities and will be called upon to assist in other portfolios as required.

The role is Toronto-based due to the importance of the UK’s trade and economic relationship with Ontario. However, the post-holder will be able to work remotely and observe all public health measures to protect their personal health and the health of others.

Roles and responsibilities / what will the jobholder be expected to achieve?:

  • Work with the Government of Ontario to further open the market to UK trade and investment. This includes:
    • Political and economic analysis of Provincial dynamics and policy developments relating to industry, the economy and trade.
    • Monitoring Provincial compliance with the UK-Canada Trade Continuity Agreement (TCA).
    • Working with DIT colleagues to ensure that the opportunities created by the TCA and subsequent clarifications/refinements are understood by business and they are taking advantage of them.
    • Leading on specific Federal-level implementation committees within the TCA, such as services and investment.
    • Focused work on tackling market access barriers in Ontario.
    • Seeking mutually beneficial options for enhancing two-way UK-Ontario trade and investment through a future UK-Canada Free Trade Agreement.
    • Maintaining strong relationships with trade associations and key sector stakeholders across Ontario, Canada, and the UK.

  • An undergraduate degree in economics, trade policy, or related discipline (or appropriate work experience).
  • Knowledge of current trends in Canadian trade policy, economic policy and political dynamics.
  • Strong project or programme management skills and experience.
  • Understanding of the Canadian federal and provincial system, and machinery of the federal government.
  • Ability to write clearly for range of audiences in varying degrees of detail.
  • Proven ability to work within changing circumstances and willingness to be adaptable to new priorities.
  • Language: English.
  • Experience working in the Canadian federal or provincial governments, industry association, or other diplomatic missions.
  • Knowledge of UK government trade and economic policy priorities.

Working patterns:

The job is full-time and the British Consulate General is currently offering remote working in accordance with public health policies and personal health protection requirements.
