Main purpose of job:

This is an exciting role within a busy consular team; the jobholder will lead the Consular section outreach and engagement activities. They will deliver consular prevention and communications campaigns and projects, assist with lobbying and engagement with the Japanese authorities and provide project support to Consular section as directed.  The aim of consular prevention is to reduce the number of preventable incidents affecting British people in Japan, focussing on issues affecting both British tourists and residents.

This is also a unique opportunity to help shape and delivery of consular preventative communications work in the run up to 2020 Tokyo Olympics and Paralympics 

The jobholder will also focus on contact making, networking and outreach with a range of stakeholders to build and develop local partnerships, share local knowledge and influence to enhance the delivery of consular services. 

Consular section works to support British Nationals in difficulty in Japan through modern and efficient consular services in line with the Foreign and Commonwealth Office (FCO) Consular Services Strategy, Consular Guidance and Customer Charter.  


Roles and responsibilities / what will the jobholder be expected to achieve?:

Consular Prevention -  50%                                                         

Lead on Consular prevention initiatives, including:

  • Undertaking background research on prevention topics and identifying target areas
  • Gather and collate relevant information required for prevention campaigns and projects
  • Design and create campaign materials, including digital products
  • Devise and maintain social media products in support of prevention work, working with the Embassy communications team
  • Deliver presentations on the work of the team to a range of stakeholders
  • Supporting regional colleagues to create content for prevention campaigns

Outreach, engagement, partnerships and lobbying - 30%

  • Liaising with internal and external stakeholders, including NGOs, Japanese Government authorities, international communities and relevant local and international organisations
  • Identifying, building and maintaining partnerships with new contacts to support wider team objectives
  • Co-ordinate engagement and lobbying activity, including organising events, meetings and visits

Assistance with Japan network crisis preparations/corporate contribution - 10%                                 

  • Participating in Embassy consular crisis team; support organisation of crisis training exercises; use and support non-consular colleagues on the Crisis Hub platform (the Foreign and Commonwealth Office’s consular database for use in crisis);
  • In crisis/emergency situations, work as required to support Embassy response, sometimes on a shift pattern working unsociable hours. 

Staff and resource management, and personal development - 10%

  • Using 70:20:10 model focus on own learning and development in line with a Personal Development Plan;
  • Contribute to the Embassy working environment by taking responsibility for an area of corporate delivery or change

The British Embassy offers comprehensive learning and development opportunities that will be fully available to the jobholder. We regularly run both work area specific training, as well as more general skills development in project management, finance, and leadership. Each year the job holder will be encouraged to use 5 development days to pursue job related and personal development goals.

All staff are required to take a role in the embassy’s crisis preparation and response. Full training will be provided for this and regular opportunities will be available to test and develop your skills.

  • Fluent in English (TOIEC score 950 or higher)
  • Business Level in Japanese (JLPT Level 2)
  • Excellent IT skills, including MS Office, Adobe Photoshop and other graphic design software, info graphic and web editing skills
  • Confident, assertive and able to communicate effectively with a range of stakeholders
  • Works within personal professional competencies and actively seeks support  and guidance
  • Demonstrates advanced organisational planning skills and prioritises competing demands effectively
  • Sound judgement, critical thinking and problem solving skills
  • Exhibits effective teamwork and resilience delivering workload under pressure and at pace
  • Ability to research, collate and analyse data from a range of sources
  • Self-starter- someone who can work independently with light supervision
  • Previous experience of communication work

  • Previous experience of working in an English language environment
  • Understanding of consular work
