The British Embassy in Moscow is part of a world-wide network, representing British political, economic and consular interests overseas and is looking for a Regional Financial and Professional Services Lead DIT’s Eastern Europe and Central Asia region (EECAN), to be based in Moscow, Russia.

Our aim is to promote British trade and investment across the world which is vital for the prosperity of the UK. DIT brings together policy, promotion and financial expertise to break down barriers to trade and investment in markets across the world to help businesses succeed.  It is one of a number of regional sector leadership roles we’re creating to give us more sector specialism to push forward market access work in key sectors where we see the best opportunity to open new markets for UK businesses in sectors of key importance to the region.

FPS is a key growth area in EECAN, with many countries are looking to develop their financial markets and services economies, to better integrate their economies into the global system. Many are just starting out on this journey and as home to one of the world’s leading financial centres, a global leader in FinTech and professional services, the UK is well placed to influence the development of this sector to open the way for UK businesses to enter. Recognition of qualifications, opaque (and sometimes arbitrary) practices and a generally difficult business environment can present challenges. This new post will focus on supporting our EECAN teams in finding those issues that matter most to UK businesses, tackling them through advocacy and other means, and ensuring there is a genuinely regional effort in supporting UK businesses to access opportunities.

Roles and responsibilities:

  • The jobholder will take on leadership of the Financial and Professional Services sector for EECAN working in close collaboration with our teams across the region, DIT’s London based sector team, market access & trade policy colleagues, and the EECAN Regional Hub.
  • Will also be responsible for developing and driving our regional sector strategy to open and develop market opportunities and promote UK exports and investment. The EECAN sector strategy will be the framework in which the jobholder will operate setting out our market access and how these link to trade promotion objectives, along with yearly delivery plans.
  • The jobholder will take a leadership role for the sector in the country in which based, and provide strategic co-ordination across market access and other trade activities for wider EECAN.
  • S/he will lead colleagues across the region to identify and tackle market access issues that matter most to UK businesses in the sector and then ensure that they are well placed to take advantage once opening occurs
  • S/he will also drive effective join up with our trade promotion activities. As our sector expert, the jobholder will share sector expertise with colleagues and develop an ‘expertise hub’ for the region and will be required to travel across the region from time to time to assist with work there and improve our understanding of export opportunities and barriers they face
  • As part of the DIT EECAN senior leadership team, the jobholder will contribute to decisions on resource allocation, strategy and significant management decisions.
  • Fluent level of written and spoken English and Russian;
  • Expertise in macro-economics and the work of International Financial Institutions;
  • In-depth understanding of the sector;
  • Min. 5 years of experience of working with, or within, government economic/financial institutions /banking/ stakeholder management at all levels;
  • Strong networking and Business Management Skills;
  • Line management and leadership skills;
  • Strong analytical skills and able to set out complex and technical issues clearly and concisely in both written and spoken communications;
  • Availability to travel aboard whenever required.
  • Knowledge of the sector across the wider EECAN region;
  • First-hand experience of working to tackle relevant market access barriers;
  • Good understanding of UK policy and priorities;
  • Good command of reading/speaking skills in Russian language will be a plus.

This is a fixed-term contract for one year full time position (35 hours per week), with possibility of extension. Monthly salary for this grade is RUB 165,526, paid 13 times per year.

The successful candidate will be subject to professional background check and security clearance.
