The British Embassy in Rabat invites applications for the position of an Security and Justice Programmes Officer, Grade B3 (L).

The post will form part of the UK’s enhancement of its security cooperation with Morocco on both counter-terrorism (CT) and counter violent extremism (CVE). 

With a team of UK security specialists from across UK Government including Counter-Terrorist (Protect & Prepare) Advisor, Police Attaché, and Transport, the role will support the 1st Secretary (Security) in Rabat to ensure all activity is aligned to UK strategic aims and is fully co-ordinated with the Moroccan Government.  The post will also be the project lead for counter-violent extremism, including work on Prisons. 

 

Objective:

The successful applicant will manage several CVE projects with a combined annual value of about £1m in overseas development aid.  You will also help expand collaborative working relationships between policy-makers and practitioners across UK and Moroccan Government Departments so will need strong project management skills as well as a good understanding of the Moroccan security and justice system and fluency in Arabic, French and English.  

You will work with the 1st Secretary (Security) to implement project management principles across the portfolio; this will include financial forecasting and analysis as well as developing and implementing monitoring and evaluation techniques. You will need to work extensively with other staff and external contacts. There will be regular contact with international, local civil society and government counterparts.

This is a busy and interesting role in the Embassy, which we are looking to fill with an individual who is a team-player willing to adapt to the requirements of the position, which may vary during your time at the Embassy.

 

Duties and Responsibilities: 

  • Monitor, analyse and report on key developments in the areas of CT and CVE and their impact on stability.  
  • Project Management of Countering Violent Extremism projects.  
  • Scoping and developing new CT & CVE projects as directed by the 1st Secretary (Security).  
  • Develop and strengthen working level relationships with the Moroccan Government, local implementing partners and CT & CVE think tanks.   
  • Manage the CT & CVE activity tracker and forecast to maintain a portfolio view of UK Government stakeholders.  
  • Ensure high quality resource management of Counter-Terrorism Programme Fund (CTPF) and Joint Overseas Protect & Prepare (JOPP) activity.  You will liaise with stakeholders in London and assist in financial forecasting and analysis.  
  • Support the Counter Terrorist (Protect & Prepare) Advisor in the delivery of joint CT training; confirming supporting requirements with implementing partners and managing logistical support.  
  • Any other business in support of the CT & CVE team e.g. assisting with visits and providing programme briefs.

Essential
• High standard of spoken and written English (IELTS score of at least 7 or equivalent);
• Bilingual level of spoken and written French and Arabic.
• Educated to degree level
• A good understanding of Moroccan security structures (Ministry of Interior, DGAPR, DGSN, Gendarmerie, Forces Auxilliares).
• A minimum of 2 years of experience of programme management and delivery in a multi-stakeholder environment.
• Excellent organisational skills and the ability to prioritise tasks and work to deadlines.
• Flexibility, creativity and ability to learn quickly and develop new skills.
• High standard of Microsoft excel and working knowledge of other Microsoft applications
• Ability to work independently and to take the initiative as well as being able to work well with

Desirable
• Experience of working with an international institution.
• An understanding of operational counter-terrorism activity.
• Knowledge of Moroccan CVE strategy.
• Experience of working with Civil Society Organisations on CVE activity.

Working Hours and Remuneration:

The Embassy aims to offer an attractive working environment and remuneration package for this role, including: gross salary of MAD 21,367 per month, inclusive of all allowances. The contract will be a Full Time, Fixed term contract for 2 years.

Conditioned working hours for the position are 38 hours per week Monday to Friday.
