Main purpose of job:

The British Embassy in Jakarta is part of a world-wide network of 270 Posts, representing British political, defence, economic, trade, and consular interests around the world. 

We are seeking a dynamic Research and Innovation Programme Manager to lead our science and innovation partnership with Indonesia. The partnership is funded on the UK side by our Newton Fund, which supports collaboration between research funders, agencies, Universities, scientists and innovators between the UK and 18 countries around the world. The Newton Fund is a significant and high-profile element of the UK’s bilateral relationship with Indonesia.

The jobholder will have an exciting opportunity to develop and shape this partnership, working closely with Indonesian Ministries and agencies as well as UK Ministries and research funders. This role does not involve direct engagement in the science; its purpose is to enable the partnerships work and grow between the UK and Indonesia. The job holder will play a crucial role in helping partners to collaborate to develop, launch and communicate new initiatives and activities.

This is a demanding role, requiring the jobholder to deliver outcomes in a complex and changeable environment. The jobholder will also need to demonstrate exceptional communications abilities, regularly engaging with and winning the confidence and trust of partners in Indonesia and the UK.

As a senior staff member, the jobholder will interact regularly with the Ambassador, Deputy Head of Mission, and other colleagues within the Embassy. They must have a professional approach and confidence in dealing with other senior figures, as well as the ability to communicate in English with clarity and confidence, both in writing and in person. The role will involve some domestic and international travel and some evening working.

A one-year fixed-term contract will be offered in the first instance, subject to renewal in subsequent years on the basis of performance and confirmation of funding.

Roles and responsibilities / what will the jobholder be expected to achieve?:

Strategic direction

Responsibility for the overall shape and composition of the Newton Fund Programme in Indonesia. This involves understanding the priorities from the UK and Indonesia, identifying mutual interests, helping both sides to develop proposals, and advising both sides as they agree on activities and on how they will be delivered.

Relationship management   

The job holder will need to engage with research funders and agencies from the UK and Indonesia, forming productive relationships with all major stakeholders to deliver the aims and objectives of the Newton Fund partnership. The job holder will also need to work effectively as a member of the wider Embassy team, as well as the South East Asia regional Newton network.

Programme management  

Responsibility for overseeing the implementation of established activities under the Newton Fund. Lead responsibility for management and reporting of team finances, including expenses, travel and subsistence, and lead responsibility for reporting of the outcomes and impacts of the Newton Fund partnership (day to day work on these is led by the Newton Programme Officer). Oversight of work on monitoring and evaluation.

Communication and Impact

Responsibility for ensuring that the outcomes of the Newton Fund are communicated effectively to stakeholders. This involves using multiple avenues including Ministerial visits, high level engagement between senior officials, arranging events to profile Newton activity, written reporting and traditional and social media.  Work to support high level engagement in both sides for the Newton Fund programme.

Line Management and leadership  

Management of a Newton Fund Programme Officer in line with Foreign and Commonwealth Office best practise, ensuring that the Programme Officer delivers their objectives and has the knowledge, skills and support to perform effectively in the role.

Resources managed (staff and expenditure):

  • 1 x Full Time Newton Programme Officer
  • Local budget of around £11, 000 for expenses including travel and other direct costs.

 

 

 

  •  Knowledge and experience of Indonesia’s research and innovation system, institutions and priorities.
  • Proven interest/ understanding of science and innovation
  • Experience of using programme funding to deliver strategic objectives
  • Professional experience in a relevant field
  • Excellent written and verbal communication skills; the ability to draft high quality materials to short deadlines and to present with confidence to senior stakeholders.
  • A Masters Degree
  • Language: Bahasa Indonesian and English; fluent in both languages in spoken and written forms
  • Experience of working with Indonesian Government Ministries and agencies
  • Proven ability to initiate new activity and form new partnerships
