CSSF (Conflict, Stability and Security Fund)

To lead on the development and day-to-day management of projects under the Pacific Conflict, Security and Stability Fund (CSSF) Programme across ten Pacific countries.  Working in collaboration with a wide range of stakeholders, including British High Commissions, regional and multi-lateral organisations, the CSSF programme team in London, UK government departments and NGOs, to maximise the impact of the CSSF programme in the region.

This is a great opportunity for a highly motivated self-starter with strong project management, financial management, development experience and stakeholder management skills.  We are looking for a self-starter with a ‘can do’ approach to help to design, oversee and administer projects under the UK’s £2.1m Conflict, Security and Stability Fund (CSSF). In 2020-21 the programme’s focus is on COVID-19 regional preparedness and response, law and justice reform, and support for the Bougainville peace process. An additional theme of maritime security is proposed for 2021-22. Reporting to the Head of Programme, you will enjoy a reasonable level of autonomy and decision-making as well as access to professional development opportunities including scope to work on the wider FCDO development programme. You will need excellent communication and presentation skills (both written and verbal) and the ability to deliver high quality work. This role will also require good political and policy skills to ensure successful cooperation between delivery partners and beneficiaries, and to maximise Public Diplomacy (media) outputs throughout the life of the programme. As with any role, there will be occasions when the work is reactive to instructions and tasking either from London or from Post Senior Management. All staff are expected to be flexible team players willing to turn their hand to any task.

Main duties include:

  • Supporting the design and delivery of a range of diverse projects within the Pacific CSSF Programme;
  • Identification and preparation of future programme funding bids, drawing on a Pacific CSSF Scoping Study undertaken in 2019-20;
  • Ensuring the timely delivery of high quality project documentation including financial reporting, project progress reports and annual reviews;
  • Regular reporting to London, including consulting and aligning on UK government priorities and liaising with UK government departments to identify and follow-up on opportunities arising from programme activities;
  • Identification of funding streams (through both UK Government and other sources) to provide long term sustainability for CSSF Pacific objectives;
  • Coordinating programme preparations/activities in the Pacific and providing support to UK missions across our regional network;
  • Ensuring linkages on poverty reduction between CSSF and wider UK development objectives in the region with scope to support wider Post development programmes;
  • Supporting communication activities to ensure uptake of key lessons from CSSF projects and to promote and raise the profile of the UK across the Pacific;
  • Ensuring complementarity with other in-country and regional activities and funders, including liaising with bilateral and multilaterals donors and other diplomatic missions to ensure programme activity is complementary and not duplicative;
  • Oversight of expenditure, and monitoring of programme/project activities in line with CSSF and HMG guidance, to ensure value for money and that all spend and associated activities take place as forecast and to the agreed standards and objectives;
  • Providing advice and guidance to British High Commission staff in the region on all aspects of programme activity, including reporting to the Pacific Regional Board.
