The British Embassy in Prague is part of a worldwide network, representing British political, economic and consular interests overseas and is now looking for a Market Access Adviser to join the Department for Business and Trade’s (DBT) Europe network.
DBT promotes British trade and investment around the world; helps to build an appetite for British goods and services globally; and works to encourage foreign investment into the UK. DBT also brings together policy, promotion and financial expertise to break down barriers to trade & investment and to help businesses to succeed.
This is an exciting opportunity to work across the Department for Business and Trade’s Europe overseas network team part of the Market Access Centre (MAC) team. The MAC sits at the heart of the Department for Business and Trade’s Europe market access strategy, supporting the DBT Europe team to understand the policy terms on which terms of trade between the UK and Europe are based, and to incrementally improve them. The adviser should act as an consultant on core elements of trade policy – most notably Technical Barriers to Trade – whilst remaining flexible to developing expertise in other trade policy areas as required.
The adviser should act as an consultant on core elements of trade policy - namely Technical Barriers to Trade. They will carefully diagnose issues, guide colleagues towards sensible actions designed to resolve these issues, and provide advice to the Europe Senior Leadership Team as well as other UK Government departments about worthwhile lobbying activities. Where colleagues in DBT’s headquarters seek input to strategies, ministerial submissions, or policy papers, the adviser should support this work freely. Where colleagues in DBT Europe need support on market access work in their team, leads should offer their time to the wider team (Market Access Leads, Sector Leads, Country Directors) to support the whole team effort and where necessary, be prepared to travel to support this.
The team will work virtually, and some intra-Europe travel should be expected. The candidate should be open to develop expertise in other policy areas as needed (for example, digital trade, intellectual property etc.).
Key responsibilities:
• Develop and maintain relationships with HMG policy leads in your area of expertise, including Department for Business and Trade, Department for Levelling Up, Department for Health and Social Care, UK Mission to the European Union, Foreign, Commonwealth and Development Office.
• Provide regular 121 support to colleagues in European markets with barriers in your area of expertise.
• Create policy documents explaining Technical Barriers to Trade to your colleagues, including:
i) Guides to understanding Technical Barriers to Trade in the European Union / European Economic Area / Switzerland / Wider Europe.
ii) Technical Barriers to Trade identification pathways to help your colleagues in their role of assisting UK exporters
iii) Learning pathways for colleagues, varying according to depth of required knowledge for their job profile.
• Host working groups on Technical Barriers to Trade for colleagues to share issues and best practice.
• Participate in quarterly reviews of the department’s engagement on TBT barriers
• Contribute to the broader market access strategy on issues such as communications, evaluations, economic valuations, business engagement. Collaborate with other Market Access C Advisers and DBT headquarters where assistance is requested.
• Readily represent the department with UK businesses and European authorities where required.
• Champion the use of digital systems across the Europe network, i.e. encouraging consistent use of Data Hub and the Digital Market Access System (DMAS) to track market access activity.
• Contribute to wider departmental objectives, including projects that support the development of processes and reporting related to the Market Access Centre and Trade Hub.
- Full professional proficiency in English (written and spoken, minimum of C1 level for CEFR framework*);
- Relevant university degree;
- Good understanding of the international trade with relevant experience in Trade Policy;
- Proven external stakeholder management skills;
- Demonstrable analytical skills, the ability to make sense of complex information;
- Previous or relevant experience in dealing with regulatory barriers to trade;
- Strong written and oral communication skills, and IT capability (MS Office etc.).
- Experience working on EU affairs or alternative international policy;
- Experience in building capability in others;
- Project management and people management experience.
This is a full-time fixed-term position for 24 months with possibility to make permanent contract thereafter, 5 working days (37.5 hours net) per week. Working hours are Monday to Friday from 9:00 to 17:00 with a flexible working hours arrangement. Staff are entitled to time-off-in-lieu for extra hours worked. The annual leave entitlement is 25 days per year pro rata and the Embassy enjoys an average of 14 Czech/UK public holidays per year.
The monthly salary is 99,820 CZK (gross). In addition, staff receive meal contribution.
The successful candidate will be subject to professional background check, security clearance and 3 months probationary period.
The successful candidate must have pre-existing work authorisation for the Czech Republic in order to apply.
Staff recruited locally by the British Embassy in Czech Republic are subject to Terms and Conditions of Service according to local Czech Republic employment law.
Visa/work permit requirements: candidates must currently hold the independent right to live and work in Czech Republic and be prepared to ensure that right remains throughout the scope of the contract.
