Political

Main purpose of job:

The purpose of the British Embassy Prosperity Officer role is  to strengthen the trade and economic ties between the UK and Nepal. The Officer will provide high-quality policy analysis of prosperity issues in Nepal including the trade and investment environment, market access, and regulatory challenges, corruption, climate change and other global issues; provide advice to the Embassy on the implications for UK priorities and how the UK government should respond. The Officer will  proactively seek out opportunities to create economic links between the UK and Nepal, supporting UK businesses interested in the Nepali market. The Officer will work closely with the UK’s Department for International Development in Nepal to support measures to increase economic activity in Nepal.  The officer will also design and monitor small projects to help the Embassy achieve its prosperity objectives.

The successful applicant will be joining a small but dynamic political team in a prestigious Embassy environment. The role will give access to senior decision-makers in the UK and Nepali Governments, and requires high levels of autonomy, fluency in English and Nepali, and quality decision-making.

Roles and responsibilities:

The main roles and responsibilities are:

Political Economy

Maintain a wide network of contacts with economic and commercial institutions/interests to develop an in-depth understanding of the economic and regulatory situation in Nepal, including   the links between politics, good governance and economic development. With DFID, use that understanding to help inform HMG policy. Produce regular reporting and analysis on economic issues.

Commercial Diplomacy

Support British business by identifying business opportunities and developing briefing on opportunities and barriers to doing business. Lobby for improvements to Nepal’s business and investment climate. Use innovative means to deliver and communicate policy. Identify potential areas of growth for UK businesses (e.g, hydro, education) and work with the Ambassador to publicise opportunities to UK firms.

Policy

Influence/encourage Nepali stakeholders to ensure policies and practices are in line with international standards, including on priority areas such as foreign investment, trade and the business environment. Respond to emerging prosperity priorities from the UK Government, and with the Head of the Political Team, work out how the Embassy should respond.

Economic reporting

Provide analysis on the implications for UK government objectives of major economic and prosperity developments in Nepal. Engage with South Asia economic team within the FCO London to identify areas/topics for economic reporting and collaboration on regional issues.

Projects

Working with the Head of Political Team, agree priority themes for prosperity project work, draft TORs and commission work (usually small projects around £10-30k a year). Deliver strong project management, ensuring the projects are aligned to UK Government priorities, ensure value for money and deliver as planned.

Press and Public Affairs

Maximise public diplomacy opportunities in all core areas by drafting press releases; speeches; intranet articles etc. Develop appropriate contacts with business journalists. Deal with general correspondence on prosperity issues.

Other

Ad-hoc briefings, meetings and projects depending on London and Ambassadorial priorities. Successful candidates will also take on a corporate responsibility.

Language requirements:

Language: Nepali, English

Level of language required: Native Nepali speaker, fluent English speaker

Essential on arrival:  Bachelor’s degree; proven ability to interpret economic data; good research and analytical skills essential; excellent spoken and written English & Nepali; good interpersonal and people skills; a self starter, able to work with the minimum of supervision; proficiency in the use of office computer applications, particularly Word and Excel; flexible, resilient under pressure and decisive with a proven track record of delivering results, educational certificates and references will be required.

Desirable: Experience working with Government of Nepal; experience working with foreign diplomatic missions.

SALARY PACKAGE

For British Embassy candidates, the Local Staff BE Terms & Conditions will apply.  For candidates external to the British Embassy, The total annual remuneration package for this position is NPR 1,512,251 + 10% Provident Fund Contribution.

The successful candidate will be provided with annual leaves, maternity/paternity and membership in the Embassy medical benefits scheme as per the Terms & Conditions of Services.The British Embassy in Kathmandu is part of a world-wide network of 240 Posts, representing British political, economic and consular interests overseas.
