The UK Government’s £1.2bn Prosperity Fund aims to promote economic growth in developing countries. We are recruiting a Prosperity Fund Programme Officer to manage and ensure delivery of the trade-related programmes under the non-ODA (Official Development Assistance) Prosperity Fund portfolio for the remainder of FY 2018-2019 and 2019-2020. These cover 4 strands of work for the Philippines which mainly involve targeted capacity building activities: (1) green finance, (2) transport development; (3) law and economics and (4) anti-corruption.  

The post holder will work directly with the Department of International Trade (DIT) leading on the non-ODA programme work of the Prosperity Fund to unlock the opportunities created by the programmes’ interventions for increased inward trade and investment, particularly for UK companies. They will also work alongside the Head of Prosperity at the British Embassy in Manila and other PF programme managers to achieve UK policy objectives and compliance with Prosperity Fund guidelines.

The successful candidate will build relationships and work closely with delivery partners, the Government of the Philippines, businesses, beneficiary agencies, NGOs and other external stakeholders to ensure successful delivery of the programme.

Roles and responsibilities: 

We are looking for a pro-active, engaged individual with a passion for delivering development impacts. The job holder will have three main responsibilities: programme delivery, support to DIT and FCO prosperity objectives and stakeholder engagement and co-ordination.

Programme Delivery

  • Deploy excellent programme management skills to drive forward delivery of the programmes in-country; meeting timelines and financial requirements around the non-ODA Prosperity Fund programme
  • Support delivery of secondary prosperity benefits of the programme by identifying and promoting commercial opportunities for international (including UK) trade and investment.
  • Co-ordinate with policy and programme officers in the British Embassy Manila to drive consistency, deliver efficiencies and increase impact.
  • Reach out to colleagues to understand UK policy aims in this space and work with policy leads at post and in the region to ensure programme activities remain aligned to these aims.

Programme support to DIT and Prosperity Colleagues

  • Collaborate with Department of International Trade colleagues and other relevant cross-government stakeholders to unlock opportunities for increased inward trade and investment, particularly for UK firms, and track UK response to the opportunities.
  • Work closely with the British Embassy Manila Head of Prosperity Fund Prosperity Fund to ensure these programmes are fully coordinated with the other parts of the programme and relevant to Embassy work.
  • Seek opportunities and carry out activities to use the programmes to add value to the wider prosperity objectives of the Embassy and relevant regional networks
  • Support policy and programme colleagues at Post to ensure a cohesive set of Post objectives and policy focus consistent with the Country Business Plan at the British Embassy Manila.

Stakeholder Engagement and Co-ordination

  • Build and maintain relationships with Philippine Government interlocutors responsible for programme priority areas to enable and enhance the implementation of the programmes and ensure continued buy-in
  • Work with and influence national and international partners at a senior level (e.g. other donors) to promote UK objectives
  • Graduate with a university degree relevant to the job and at least 2 years of experience in a relevant field.
  • At least 2 years’ experience in programme management ideally in a development context.
  • Experience of delivering complex programmes
  • Experience of managing delivery partners, including senior stakeholders
  • Demonstrate expertise in relevant areas like economic development and trade
  • Strong people skills
  • A flexible and creative problem-solver, able to come up with innovative solutions to complex challenges.
  • Excellent communication, networking and influencing skills including in giving presentations to external audiences.
  • Team player driven by values.
  • Additional technical qualifications relating to economics and trade or programme management
  • Local knowledge and network with relevant stakeholders
  • Experience of dealing and working with international delivery partners and governments
