View Vacancy - Regional HR Officer HR HUB Lisbon (PRT058)
The Foreign and Commonwealth Office (FCO) has set up an HR Shared Services Centre (HR Hub) in Lisbon. The HR Hub, operating from the British Embassy in Lisbon, is responsible for delivering effective Corporate HR Services (Recruitment, Pay and Benefits, Talent and Performance Management and others) to Embassies and subordinate offices across 50 countries in Europe and Central Asia.
The HR Hub forms an integral part of the global HR offer to staff working in the overseas network for the FCO, and leads on all local and regional HR issues. In partnership with the London HR Directorate, the Hub also offers strategic and professional HR capability to senior leaders in the organisation, in order to deliver business objectives across the organisation.
The British Embassy is now looking for two Regional HR Officers; grade A2, members of local staff, based in Lisbon.
Reporting to a Regional HR Manager, the successful candidates will provide support to employees and managers on a variety of HR enquiries and manage end-to-end recruitment campaigns as per agreed KPIs across the FCO Network in Europe and Central Asia.
Main Duties and Responsibilities
- Lead recruitment processes partnering with hiring managers within the Regional Network to have a thorough understanding of new job vacancy requirements;
- Ensure effectiveness of recruitment processes, by using the appropriate methodology and tools across all stages (advertising, candidates selection and engagement, interview coordination and new talent on-boarding);
- Track and assess Recruitment activity for assigned Posts; ensure accurate records and capture critical information; assess and present opportunities for improvement;
- Follow the FCO HR policies and processes and ensure HR enquiries are managed accordingly;
- Cascade knowledge to team members and seek to review and improve service by identifying areas for development in guidance and reporting feedback from customers to senior managers;
- Manage the HR enquiries operation including monthly reporting and analysis of key trends / issues for specific group of countries. Knowledge Management: record and share relevant information and learnings, including accurate and specific Management Information within the HR Hub database;
- Administrator of Oracle HR system: update and maintain HR databases used to track arrivals, departures, and changes in relevant circumstances.
- Degree in HR, Psychology or related areas is preferable;
- 2 - 4 years of experience in Human Resources and minimum 2 years experience in recruitment or HR generalist;
- Excellent level of English is essential (both oral and written);
- Excellent organisational, communication and analytical skills;
- Ability to work with people at all levels of seniority in an international environment;
- Must be able to work independently as well as in collaboration with an extended team;
- Keenly aware of customer requirements;
- Proficient in MS Office applications.
- Experience in a shared service environment.

This is a full-time position, 35 hours net per week, for a permanent contract, subject to a probation period of 180 days.
The British Embassy in Lisbon aims to offer an attractive working environment and remuneration package for this role 21.379,68 Euros gross annual salary paid in fourteen instalments, plus 134.00 Euros monthly meal allowance.
All staff recruited locally by the British Embassy in Portugal are subject to Terms and Conditions of Service according to local Portuguese employment law.
