This is a fixed term role for 1 year.

Main purpose of job:

We are looking for a Political Adviser to join the Threats to the UK team at the British High Commission in Islamabad.  The job holder will be responsible for analysing the Serious and Organised Crime (SOC) threat picture across South Asia with a particular focus on Pakistan and Afghanistan. This role will have a division of focus:  60% on Pakistan, 20% on Afghanistan, and 20% on the wider region (India, Bangladesh, Myanmar, Sri Lanka). They will provide insight and advice on SOC issues and the politics surrounding it.

The role requires excellent communication and team working skills and the ability to work with a diverse set of operational, programmatic and policy leads. It will also necessitate strong interpersonal and networking skills to build and maintain working relationships across the High Commission / Pakistan network on related issues including human rights, regional stability, and security.

The job holder will be responsible for developing strategic recommendations for engagement and programming in the medium and long term across South Asia on a range of SOC areas including narcotics, illicit finance and Organised Immigration Crime in particular.  Alongside working with Policy Teams they will also support the Programme Teams (who manage UK funding and projects) in the region to develop mitigations for SOC threats.

The role sits as part of a busy team whose focus shifts according to external events and changing political priorities. Roles and responsibilities / what will the jobholder be expected to achieve?

1) Lead on research and response to the SOC threat picture – 60%

  • Lead on monitoring, researching and analysing the SOC threat picture and the impact thereof in Pakistan and the region, including on organised immigration crime, narcotics, illicit finance and CSEA to improve FCDO’s understanding.
  • Maintain, strengthen and leverage relationships with relevant government, private sector, civil society, academia and think tanks in Pakistan and elsewhere in region.
  • Strategize using this evidence base to provide political advice and implement engagement plans on wider policy areas e.g. death penalty, within Campaign Goal Two (CG2) and provide advice to the wider team and mission.

2) Lead on ad-hoc policy work and events at Post, contributing to broader CG2 objectives in a timely and independent manner – 10%

  • Flex across the CG2 portfolio as necessary, managing briefing, organising and accompanying staff to meetings, planning senior BHC visits, and coordinating events (receptions, dinners) to support BHC objectives.
  • Input to CG2 reporting and Joint Serious and Organised Crime (JSOC) returns to HQ, and championing CG2’s data driven approach to monitoring performance and trends.

 3) Regional coordination and advice – 30%

  • Advise and support regional SOC policy and programme activity, leveraging the experience of SOC workstreams in Pakistan and elsewhere to support and inform other JSOC posts in region and the SOCnet Regional Coordinator.
  • Provide strategic communications support to regional teams including a dedicated Teams channel and collating returns for National Security Directorate as required.
  • Understand develop and respond to regional priorities by facilitating events e.g. relevant online workshops and an annual regional SOC conference for all JSOC participants across the South Asia region.

  • Ability to work and deliver project outcomes within deadlines.

Language requirements:

Language: English & Urdu

Level of language required: Fluent, written and spoken.

  • Previous experience of threat analysis in a relevant field.
  • Experience of working independently to deliver clearly defined outcomes.
  • Experience of working with Pakistani or UK law enforcement.
  • Familiarity with Criminal Justice issues working for or with government.
  • Experience of planning programmatic and/or diplomatic interventions to deliver a policy goal.
  • Other languages from Pakistan or region (including Hindi and Pashto)

Salary Details:

For BHC candidates, the Country Based Staff BHC Terms & Conditions will apply. For other than BHC candidates the basic salary will be ­­PKR 234,123 per month.
