Main purpose of job:

  • Managing and developing Scottish Government relationships with key political partners, with a particular focus on Washington DC.
  • Maintain relationships with the Friends of Scotland Caucus; briefing them on Scotland’s interests and bringing them together for Scotland-focussed events.
  • Undertake a stakeholder mapping exercise focussed on key relationships across Federal, State and City governments as well as the House and Senate. This will be on a continual basis as we develop the SAO networks and navigate changes forthcoming in the Fall mid-terms.
  • Support the Head of Office to engage regularly with key stakeholders in DC.
  • Support the wider function of the Scottish Affairs team to help deliver projects, events and positive representation of Scotland in the media throughout the year across the whole of the US.

Roles and responsibilities / what will the jobholder be expected to achieve?:

This job is designed to help us enhance our relationships with key government and political stakeholders in order to raise awareness of Scotland’s priorities.

Stakeholder Liaison

The post holder will be responsible for the following:

  • Day to day management of our stakeholder database;
  • Primary point of contact for Congressional and other political offices;
  • The post holder will work to establish a strong understanding of our stakeholders interests and ensure timely alignment with our office objectives;
  • Management of the friends of Scotland Caucus including work to deliver in person events;
  • Stakeholder mapping and engagement to enhance Scotland’s reputation in the US with a particular focus on COP26 follow up;
  • Support the head of office to develop a strategic engagement plan and act as the key liaison for the office with political stakeholders;
  • The post holder will exercise their judgement in sharing flagship Scottish policy initiatives with US interlocutors. This will include written, verbal and in person briefings to senior officials and key political stakeholders.
  • Strong evidence of experience in a related professional environment;
  • Excellent team-working, interpersonal and networking skills, including experience working with a range of different stakeholders;
  • Highly developed writing, editing, presentation and verbal communication skills;
  • Flexibility to accommodate some travel and other time related requirements linked to events;
  • Proficiency in Microsoft Office (Word, Excel, Outlook) and use of social media;
  • A strong working knowledge of how Congress and associated Congressional committees work;
  • Under US State Department requirements, the UK Government in the US may only employ, as non-diplomatic staff, persons who are US citizens, US Permanent Residents or A visa holders with EAD cards*. If you hold a visa other than an A visa you are not currently eligible to work at our office. All selected candidates are subject to background checks and will require a security clearance prior to starting work. *A visas are acceptable at the Embassy and Consulates. In addition to the above our office undertakes a number of event across the US, which the post holder will be expected to support. Some out of hours working and some travel is expected.
