The British Embassy in Tirana is part of a world-wide network, representing British political, economic and consular interests overseas and is looking for a Projects Officer – Modern Slavery & Human Trafficking, B3(L), based in Tirana.

The UK’s Modern Slavery Unit has identified Albania as a priority country in the fight against Modern Slavery & Human Trafficking (MSHT), and has pledged £2m to create a Country Programme to address this issue.  The Projects Officer will be responsible for operational management of the Country Programme.

Main Duties and Responsibilities:

  • Lead on identification, design and development of Modern Slavery Unit-led programme, procuring and engaging with partners and implementers, and working closely with x-HMG colleagues on cross-cutting activity, e.g. stakeholder engagement;
  • Close coordination with Political and Justice and Home Affairs Teams to ensure policy input to concrete project design;
  • Ensure all projects deliver value for money;
  • Prepare programme reports;
  • Financial management of all projects in line with best practice;
  • Implement and manage changes and interventions to deliver against relevant Country Action Plan strategies and Post’s Country Business Plan;
  • Prepare relevant documentation for and contribute to Post’s Programme Board, Collaborate with Press and Public Affairs colleagues to effectively publicise programme activity and demonstrate tangible results in line with MSF guidance;
  • Handle internal and external requests for information related to programme finances and data;
  • Coordinate programme work with internal and external stakeholders, identifying opportunities for collaboration and avoiding duplication;
  • Prepare written responses to routine enquiries;
  • Schedule and coordinate meetings, appointments and visits as required by their line manager;
  • To produce accurate computer based forecast and expenditure reports as required (usually monthly), identifying significant over or under-expenditure and solutions to correct this;
  • Work closely with implementers on invoice processing, supplier set-up, funding projections, forecasting, budgeting, and other Hyperion related tasks;
  • Track budget deliverables using appropriate tools. Manage payment solutions and liaison with suppliers and institutions. 
  • The Projects Officer, under the supervision of the Justice and Home Affairs Officer, will be responsible for disbursement of project funding.
     
  • A minimum of three years of relevant work experience, including evidence of engaging stakeholders, customers and partners at all levels;

  • Project management experience;

  • University degree (Masters degree or equivalent);

  • Effective communication, including written and spoken fluency in English and Albanian and ability to adapt communication style to different situations;
  • Strong analytical and judgement skills;

  • Ability and willingness to work effectively and flexibly on special events/occasions in the Embassy calendar;

  • A self-starter that can work well both individually and in a team;

  • Excellent organisational skills;

  • Willingness and desire for continual learning and development;

  • Fluency in both written and spoken English and Albanian.

  • Experience with projects related to Modern Slavery & Human Trafficking.

Terms and Conditions:

This is a full-time fixed term contract for two years, for 5 working days (36 hours net) per week.

The monthly salary for this position is 152,485 (ALL) gross per month, at B3 level. Please note that staff members are responsible for paying any income tax required by local law.

The successful candidate will be subject to professional background check, security clearance and three months probation period.

Staff recruited locally by the British Embassy in Tirana are subject to terms and conditions of service according to local (Albanian) employment law.

The successful candidate may be expected to undertake a short study visit to Home Office Modern Slavery Unit, London, to learn more about their work.
