The British Embassy in Baghdad is seeking an individual for the position of Conflict, Stability & Security Fund (CSSF) Finance & Projects Officer, Grade – B3 (L).

Purpose of the job:

This critical role will support the delivery of the £25m Iraq Conflict, Stability and Security Fund (CSSF). The CSSF works as part of a wider Cross Embassy approach to build Stability in Iraq. The fund is: supporting a Government of Iraq offer to its people on services including security; empowering citizens to hold government to account; and supporting bottom up reconciliation and peacebuilding. This post offers a chance to work on a fascinating priority for the UK government and our partners.

The post holder will be responsible for the effective management and reporting of programme finances across the CSSF portfolio; coordination and engagement with London teams on procurement and corporate management and support to programme managers to set-up, deliver and monitor projects across the CSSF. There will also be a programme management element to the role – with oversight of a £2 million monitoring, evaluation, research and learning programme.

The role will support the development of finance skills and best practice across the CSSF network, and lead on value for money across the portfolio. The job-holder will manage a finance support officer.

Main Responsibilities:

  • Manage and report on a £25m programme budget. This includes working with programme managers to collate information and to provide regular financial reporting on spend and risk to the headquarters in London.
  • Support programme managers to ensure best practice on management of commercial suppliers, to ensure they meet contractual requirements,
  • Develop and drive best practice on Value for Money across the team.
  • Support programme managers to roll out and meet new financial reporting requirements
  • Create and manage tools to track and manage spend across multiple baselines (FCO, DFID and MoD).
  • Support the Monitoring Evaluation Research and Learning (MERL) programme manager to manage the £1.5m MERL components of the CSSF programme. This includes reviewing project results and financial reporting and engagement with implementing partners.
  • Line manage, coach and support a locally engaged Finance Support Officer to deliver effectively in their role.
  • Provide advice, support and training as required across the CSSF       programme management network, and other project teams in the Embassy, to build capability and ensure best practice in financial management.
  • Provide interpretation at meetings and translate key documents (if needed).

Essential:

  • High school qualification/s and relevant experience or a Bachelors degree
  • Experience of financial and project management.
  • Experience of project/programme management of multiple projects.
  • Experience of working with others outside of one’s team and department.
  • Excellent networking and communication skills.
  • Ability to deliver at pace and with limited guidance.
  • Fluent English and Arabic language skills.

Desirable:

  • Experience in requisitioning, receipting and forecasting using an Oracle based system.
  • An eye for numbers and practical Excel spreadsheet skills.

Working Hours and Remuneration:

The starting salary for the role is $2,041 payable 13 times per year. In addition a monthly allowance of US$300 for security is payable. The allowance is subject to review and may be altered or withdrawn at any time. The British Embassy also runs a performance related pay scheme and supports training and development for all staff. This is a full time fixed term contract for two years.

Normal working hours are Sunday - Wednesday 0800 – 1600 and Thursday 0800-1400. Due to the nature of the work, some flexibility on working hours will be required; time off in lieu will be arranged. The annual leave entitlement is 20 days plus up to 14 days public holidays [UK/Iraq]. Other benefits include the Embassy medical scheme (which also covers close dependents) and access to onsite facilities including a canteen.

The successful candidate will be subject to a 90 day probationary period.

  • Receive the appropriate level of security clearance;

  • Have (or be willing to obtain) the right to live and work in Iraq. Candidate's residence permit and work permit, and the expense to obtain them, will be their own responsibility.
