Main purpose of job:

The UK Government’s £1.2bn Prosperity Fund (PF) aims to promote economic growth in developing countries. As well as contributing to a reduction in poverty in recipient countries, we expect the reforms brought about by the programmes to create opportunities for international business including UK companies. In Indonesia, we expect a range of programmes to operate, with estimated programme spend of over £50m.

The C4L Head of Private Sector Engagement (Aid) will play a leadership role in working with PF leads across the British Embassy and the Department of International Trade (DIT) to unlock the opportunities created by the Programmes’ interventions, for increased inward trade and investment for UK companies. The role is likely to involve considerable travel within Indonesia to engage stakeholders and develop a pipeline of commercial opportunities.

Initially, the focus will be on opportunities generated by the Indonesia Bilateral Programme (Renewable Energy and Regulatory Reform), and the two flagship South East Asia programmes – Low Carbon Energy and Economic Reform. The Low Carbon Energy Programme will focus on green finance and energy efficiency. The Economic Reform Programme will work on the overarching business environment (e.g. regulatory reform, transparency) and finance.  As more programmes reach the delivery phase, the sector focus may change, so flexibility will be important if the role evolves.

The successful candidate will build relationships and work closely with delivery partners, the Government of Indonesia (at national and local levels), businesses and other external stakeholders to develop commercial opportunities. As a C4, you will lead on senior level relationships, and we will expect you to have, and utilise, an existing network relevant to the role.  You will also be confident in engaging senior staff in the embassy, including British ambassador and deputy ambassador.  You will need excellent communication and influencing skills and be comfortable communicating your ideas.

Outreach beyond Jakarta will be a key component of delivery. You will be embedded in the DIT Jakarta Team, and will coordinate with the Prosperity Fund Programme leads based in the Embassy, other Posts in the region and government colleagues in the UK to achieve UK commercial objectives.  You will also draw expertise from policy officers and communications officers in the Embassy, including Climate and Energy Attachés and the Economic Advisor.

The post will be based in the British Embassy in Jakarta, a vibrant, international organisation, committed to diversity and staff development. Roles and responsibilities / what will the jobholder be expected to achieve?

This is a new role and new function.  As the C4 lead, you will develop a strategy with supporting tactics, which will need to be developed and agreed with DIT and PF colleagues.

We are looking for a pro-active, self-starter with a passion for delivery. The job holder will have two main responsibilities which will generate commercial benefits: liaison with DIT and Prosperity colleagues; and stakeholder engagement and outreach. You may also manage staff in the future.

Liaison with DIT and Prosperity Colleagues (30%)

  • Support the secondary prosperity benefits of the programme by identifying and promoting commercial opportunities in the renewable/low carbon energy (including waste-to-energy) and financial services spheres (e.g. FinTech, green finance) to expand that market for UK trade and investment.
  • Collaborate with Department of International Trade colleagues in Jakarta and London to unlock opportunities for increased inward trade and investment for UK firms, and track UK response to the opportunities. This may include an ‘Indonesia is open for business campaign’.
  • Educate PF colleagues  on how DIT can potentially help improve PF impact, identify pilots, build trust and support delivery/execution

Stakeholder Engagement and Outreach (60%)

  • Build and maintain relationships with Indonesian Government interlocutors (e.g. Ministry of Energy and Mineral Resources, Ministry of Development & Planning, Ministry of Maritime Affairs, provincial and city governments) responsible for programme priority areas, in order to identify and develop commercial opportunities generated by the programmes – in collaboration with  DIT, FCO policy and Programme leads.
  • Conduct regular outreach beyond Jakarta, engaging local governments, private sector and business associations across Indonesia, in order to identify and develop commercial opportunities generated by the programmes – in collaboration with Programme leads and DIT.
  • Work with trade bodies in Indonesia and the UK on campaigns, trade missions and events to increase UK awareness of commercial opportunities and promote UK expertise in relevant sectors (e.g. waste-to-energy).

Management and Corporate contribution (10%)

  • Oversight of Non-ODA activity budget
  • The job-holder will take on an appropriate corporate responsibility for the wider Embassy, matched to their skills and interests: this will include a designated crisis role. You will also be expected to play your part in Embassy events and participate in Embassy committees and recruitment campaigns.

Other information

  • Some evening and weekend work is required on occasion. Embassy Standard Terms and Conditions apply and provide for time outside of working hours to be compensated through Time Off In Lieu.
  • The role will involve travel within Indonesia (and potentially to the UK, or regionally). A willingness and ability to travel is required. 

Additional programmes are being developed in South East Asia for the Prosperity Fund, for example in Future Cities, and Education. The post holder will need to be flexible should you be required to contribute to other programmes over time as the portfolio develops, in line with the best distribution of resources.


Essential Qualifications and Experience

  • Graduate with a university degree relevant to the job and at least 5 years experience of working in a relevant role such as procurement, sales, management, marketing, trade promotion or business development;
  • Strong sector knowledge relevant to the roles, e.g. renewable energy, low carbon, green finance;
  • Events and project management skills and experience delivering results against deadlines/targets;
  • A proven track record of successful relationship management with high-level stakeholders and international clients;
  • Excellent communication and influencing skills including in giving presentations to external audiences;
  • Strong knowledge in IT applications and MS Windows;
  • Evidence of self-motivation, professionalism and the ability to work under minimal supervision;
  • Evidence of adaptability and ability to prioritise against competing, challenging tasking;
  • A flexible and creative problem-solver, able to come up with innovative solutions to complex challenges;
  • Ability to work within a medium sized team.

Desirable Qualifications and Experience

  • Corporate Business Development, Sales or Marketing experience would be highly advantageous;
  • Familiarity with the UK is not required, but could be an advantage;
  • Additional technical qualifications relating to Renewable/Low Carbon Energy or Green finance;
  • Local knowledge and network with relevant stakeholders;
  • Experience of dealing with Indonesian government;
  • Experience of working with international delivery partners and governments;
  • Market research and analysis experience would be helpful but not essential;
  • Experience managing staff.
