The British Embassy in Moscow is part of a world-wide network, representing British political, economic and consular interests overseas.  The Department for International Trade at the British Embassy in Moscow (DIT Moscow) has responsibility for managing the bilateral trade and investment relationship with Russia and  is part of a regional network managed from the Department for International Trade at the British Consulate General in  Istanbul, Turkey.  DIT Moscow is recruiting for a Regional HR and Business Support Officer, to be based in Moscow, but to form part of the regional support unit which reports to HM Trade Commissioner for Eastern Europe and Central Asia (EECAN).

The Department for International Trade (DIT) has overall responsibility for promoting UK trade across the world and attracting foreign investment to the UK. We are a specialised government body with responsibility for negotiating international trade policy, supporting business, as well as delivering  an outward-looking trade diplomacy strategy.

With the appointment of HM Trade Commissioner for the EECAN region in Istanbul, we are setting up a small regional unit to provide both the Trade Commissioner and our 14 regional offices with marketing, finance and other support. This position is specifically designed to provide human resources and learning & development support, and to provide ad hoc business support to posts in the region that do not have DIT resource. Some travel will be required with this latter role.

Working closely with HM Trade Commissioner and the Deputy Trade Commissioner in Istanbul and the DIT HQ HR Business Partner for the EECAN region in London, main responsibilities will include:

  • To oversee all human resources, learning & development, and people-related work across the DIT EECAN region and supporting regional posts with HR and learning and development issues and requests;
  • To implement all aspects of the EECAN People Plan, part of the EECAN Regional Trade Plan; to develop and implement a regional learning and development strategy and programme of activity for all staff across the region;
  • Provide ad hoc business support for posts within the EECAN region that do not have DIT resource.  For example, helping to organise: a visiting trade mission; an inward mission to the UK, or a VIP or senior visit.  This work may be undertaken from Moscow or travel to the regional country may be required.

  • Fluency in English and Russian (both oral and written);
  • HR and/or L&D expertise, in particular experience in or knowledge of developing L&D programmes;
  • A self-starter, able to work autonomously and with experts across the region;
  • Excellent networking and organisational skills, and the ability to work under pressure;
  • The ability to manage and prioritise workload, drive agendas forward and deliver results;
  • Demonstrate initiative, problem solving and judgement skills;
  • The ability to manage, analyse, summarise and present complex information.
  • Familiarity with UK government structures;
  • Experience working in the commercial area in the CIS region;
  • University degree relevant for the job.

This is a full-time fixed-term contract for 2 years, 5 working days, 35 hours net per week.

The monthly salary for this position is Rub 94,456 gross, B3 (L) level, paid 13 times a year.

The successful candidate will be subject to professional background check and security clearance.
