Who we are:

The Foreign, Commonwealth and Development Office (FCDO) has an HR Regional Corporate Services Hub (RCSH) in Lisbon, overseeing 83 British Embassies, High Commissions and Consulates in 50 Countries in Europe and Central Asia.

What we do:

The HR Regional Corporate Services Hub (RCSH) provides key HR Services (recruitment, pay and reward, talent and performance management and HR enquiries) to customers across the region and provides a strategic and professional HR capability to support Regional Senior Leaders in delivery of business of objectives. The HR RCSH forms an integral part of the global HR offer to staff working in the overseas network for the FCDO, and will lead on all region specific HR issues in collaboration with the London based HR Directorate.

What we are looking for:

Due to the launch of a new Recruitment Framework, implementation of  a new HR system, as well as an unexpected increase in the workload volume,  we now have a great opportunity for a Regional Recruiter to join the team on a 12-months contract.

This role would suit a person with previous recruitment/customer experience and resilient approach, who is able to work both as part of a team and independently, has good interpersonal skills, is proactive and contributes with ideas and ways of ensuring a high quality HR service.

Main responsibilities will include: 

  • Carry out the full life-cycle recruitment process for a wide range of positions and levels, across the 50 countries to attract and select the best candidates.
  • Partner with Hiring Managers to have a thorough understanding of the vacancy and the actions and customisations required to have a successful recruitment campaign.
  • Communicate effectively throughout the completion of recruitment activities and tasks.
  • Ensure the recruitments are effectively meeting the business needs and completed following appropriate procedures while meeting response time defined in the Service Level Agreements.
  • Ensure effectiveness of Recruitment processes, by using the appropriate methodology and tools in line with a global function.
  • Handle administrative related tasks including corresponding with hiring managers and candidates, record retention for recruitments; maintaining applicant tracking system activities related to open and closing campaigns, entering complete and accurate data for reporting, and other relevant tasks; constantly evaluating area for process efficiency and identifying areas for development in guidance and reporting feedback from customers to senior managers.
  • Deliver a high quality service to internal and external stakeholders.
  • Support the new recruitment framework launch.
  • Support the HR system transition and implementation.
  • Perform other related duties as required and assigned.
  • Degree in either HR, Psychology, Business Administration or related areas.
  • 2 years minimum experience in Recruitment.
  • Excellent level of English is essential (both oral and written).
  • Excellent organisational, communication and analytical skills, as well as attention to detail.
  • Outstanding interpersonal skills with the ability to partner remotely with stakeholders at all levels of seniority in an international environment.
  • Articulate, level headed with very good customer service orientation.
  • Ability to handle confidential employee issues/information and deal with employees in a friendly and sensitive manner.
  • Self-starter with an ability to handle a large volume data.
  • Ability to work effectively independently as well as a part of an extended team.
  • Able to use judgement, manage time effectively under own direction and prioritise tasks.
  • Proficient in MS Office applications.  
  • International experience, either by working or studying abroad.
  • Experience in general Human Resources.
  • Experience in an high volume HR shared services role or operations role.

This is a full-time, fixed-term contract of 12 months, until 31/03/2022 subject to a 30 days probation period.

The British Embassy in Lisbon aims to offer an attractive working environment and remuneration package for this role of €21,379.68 gross annual salary paid in fourteen instalments; plus a monthly meal allowance of €134.00. This salary is payable if the successful candidate is subject to individual income tax (IRS) in Portugal on the employment income in question. If the successful candidate is not subject to individual income tax (IRS) on their employment income in Portugal, and/or is not taxable elsewhere on such income, s/he will receive the above salary minus a reference amount approximate to the level of Portuguese tax that would be applicable if the income were subject to tax locally. Further information on this will be given to candidates during the recruitment process.

All staff recruited locally by the British Embassy in Portugal are subject to local Portuguese employment law as well as internal regulations in force at any given time.

The successful candidate will be subject to a professional background and security clearance and must have pre-existing work authorisation for Portugal in order to apply.

The Embassy will not consider applications from existing staff who have not successfully completed their probation period or, in the case of staff on temporary contract who have not yet completed two thirds of their contract.
