To carry out Economic Diplomacy and other policy work on a project by project basis in order to strengthen the UK’s economic relationship with Hong Kong and our bilateral partnerships on key issues in pursuit of the policy objectives set out in the British Consulate-General’s annual Country Business Plan.

This role is structured to give the British Consulate-General’s Political and Economic teams maximum flexibility to apply additional resource to policy issues at the most effective time to achieve their goals. This is in line with the Foreign and Commonwealth Office (FCO)’s aim under the “Diplomacy 20:20” programme to deploy its resources as flexibly as possible. The job holder will be commissioned to carry out a series of projects in support of economic diplomacy, and occasionally political objectives, ranging from building support for trade liberalisation and strengthening the business environment for UK companies in Hong Kong, to supporting the drive for greater transparency in international finance centres, to tackling global problems including the illegal wildlife trade and modern slavery.

The core tasks will be:

  • Event management: the job holder will be responsible for planning and running seminars, panel discussions, round table discussions, receptions, lunches and dinners focused on the relevant policy issues. This will involve booking venues and catering, planning the choreography of the events, briefing senior colleagues who will host the events, and managing guest lists and RSVPs. (25%)
  • Organising visits: the job holder will liaise with colleagues from UK Government Departments in London and other FCO Posts to plan visits by both senior and expert level officials on relevant policy issues. They will coordinate work on visit programmes, arranging meetings, events and logistics, and coordinate briefing for incoming visitors. Working with the Consulate-General’s Visits Officer, they will also contribute to visit planning for UK Government Ministers. (25%)
  • Project management: the job holder will plan projects on relevant policy issues to be funded by the FCO’s Global Britain Fund (GBF), taking responsibility for completing project bid forms, consulting stakeholders, coordinating the implementation of the project and leading on monitoring and evaluating it. This might involve e.g. commissioning an external partner to conduct research, produce a report or other publication, or organise an event, and leading the process of tendering and negotiating and managing a contract to deliver the project. (25%) 
  •  Policy research: working with senior policy leads, the job holder will carry out research to gather relevant information and support analytical work on a wide range of economic diplomacy and other policy issues. This might include conducting searches of online information, helping the team to identify and build contacts with relevant policy stakeholders, attending conferences, lectures, seminars, receptions and other events, and writing short papers summarising the information gathered. (25%)

The job holder will be responsible for managing small scale project budgets as required.

  • Strong written and spoken English is essential. (Level of language required: Fully fluent (C2) English language skills)
  • Cantonese or Mandarin would be an advantage.
